About The Position

The Business Systems and Intelligence (BSI) Branch Manager provides strategic leadership and operational oversight for the Business Systems and Intelligence Branch within the State Center for Health Statistics (SCHS), Division of Public Health (DPH). This position is responsible for ensuring branch activities, priorities, and system initiatives are aligned with SCHS and DPH goals, with a strong focus on systems modernization, data integration, operational performance, and service delivery. The Branch Manager leads and manages branch staff; establishes vision, strategy, and performance expectations; and oversees the planning, implementation, and optimization of enterprise systems supporting public health data and operations. This role requires a balance of strategic planning, cross-functional coordination, and operational accountability, ensuring projects are delivered on time, system performance metrics are met, and stakeholders are effectively engaged. The ideal candidate brings strong leadership, analytical, and organizational skills, combined with a solid technological background and experience managing complex systems and teams. This role is involved in a dynamic public health program. As such, roles and responsibilities are subject to change as situations evolve. Requirements

  • Bachelor’s degree in computer science or an IT related field or a closely related field from an appropriately accredited institution and two years of progressive experience in systems software programming OR Associate degree in computer science or an IT related field or a closely related field from an appropriately accredited institution and three years of progressive experience in systems software programming OR An equivalent combination of education and experience.

Responsibilities

  • Branch Leadership & Strategic Planning - Lead the day-to-day operations of the Business Systems and Intelligence Branch, including supervision, performance management, and professional development of branch staff.
  • Establish and execute branch goals, priorities, and performance expectations aligned with the SCHS strategic plan.
  • Develop, maintain, and update the roadmap for SCHS business systems and intelligence platforms.
  • Ensure alignment of branch resources, timelines, and priorities to support organizational objectives.
  • Systems Oversight & Operations - Provide oversight of SCHS systems, integrations, and applications to ensure reliability, security, and effective use.
  • Oversee system release management lifecycles, including planning, coordination, and implementation.
  • Respond to and manage real-time production issues, ensuring timely resolution, documentation, and issue tracking.
  • Leverage data security best practices, including oversight of user identity management and system access controls.
  • Skilled in establishing and managing multiple release processes using Agile methodologies.
  • Performance Management & Continuous Improvement - Monitor and manage branch key performance indicators (KPIs) and system metrics to ensure service level agreements (SLAs) are met.
  • Analyze existing business and technical processes to identify opportunities for optimization, automation, and efficiency.
  • Lead process re-engineering initiatives to improve operational effectiveness and system usability.
  • Identify and resolve recurring or complex system and workflow issues impacting staff or stakeholders.
  • Project Coordination & Resource Management - Coordinate project timelines, staffing, and technical resources to ensure successful delivery of system and operational initiatives.
  • Provide project leadership and decision-making support across concurrent initiatives.
  • Ensure effective communication and coordination between technical teams, program staff, and leadership.
  • Communication & Stakeholder Engagement - Prepare and deliver presentations and briefings to section, division, and departmental leadership, as well as external partners.
  • Serve as a key point of coordination between SCHS branches, DPH leadership, and registration or data partners.
  • Communicate system changes, priorities, and performance outcomes clearly to internal and external stakeholders.
