The Work You Will Do: Business Support Analyst  Finance and Administration/Administration/Procurement Office   This position resides within the Professional Services Section of the Procurement Office. Requirements

  • Knowledge of: Website design with Sharepoint Designer or Sitefinity
  • Knowledge of: Power BI, SQL Server Management Studio, SQL Server Report Builder and Visual Studio
  • Knowledge of: Statistical data analysis
  • Knowledge of: Relational database theories, concepts and access methods
  • Knowledge of: Prepare computer programming specifications, test plans and create test data scenarios
  • Knowledge of: Governing statutes, Rule, and procedures related to Professional Services consultant contracting and consultant performance evaluation
  • Skills in: Microsoft Word, Microsoft Excel, and PowerPoint
  • Skills in: Structured Query Language (SQL)
  • Ability to: Interpret and communicate technical information related to computer programming and information technology concepts, both verbally and in writing
  • Ability to: Communicate effectively, both written and verbal
  • Ability to: Establish and maintain effective working relationships with others
  • Ability to: Work independently and balance multiple projects and processes simultaneously
  • Ability to: Prepare reports, correspondence, guidelines, and PowerPoint presentations
  • 4 years of experience in computer systems analysis or computer programming. Post-secondary education can substitute on a year for year basis.

Responsibilities

  • Maintains liaisons with other Department offices and outside agencies to identify essential procurement related information.
  • Provides assistance to Procurement Office staff, and associated customer base, in troubleshooting system problems and data inconsistencies.
  • Provides business and information technology analysis services for the Procurement Office.
  • Produces written deliverables including, but not limited to: business process diagrams and narratives, requirements, specifications, business or technical analyses, test plans, test cases, training materials, meeting agendas and related action items, presentations, project proposals/charters, basic schedules and timelines, status reports and procurement recommendations.
  • Serves as the point of contact for issues/concerns regarding the PDA, CE and PPQ systems and databases.
  • Communicate necessary break fixes to the Consultant responsible for maintenance of applications.
  • Coordinate with Consultant and Office of Information Technology (OIT) as necessary for any enhancements or break fixes.
  • Perform thorough Unit, System and Production (if applicable) environment testing after code pushes for any upgrades/changes.
  • Ensures changes are made according to specifications through complete system testing and thorough review of test results.
  • Prepare and conduct presentations to the Information Technology/Operational Technology (IT/OT) Task Team and Executive Management for any enhancement proposals for consideration and approval.
  • Informs districts of system upgrades/changes.
  • Maintains PDA, CE and PPQ User Manuals.
  • Conducts in-person training for district staff as needed on use of the PDA, CE and PPQ systems.
  • Responds to district queries/issues, including Service Desk Tickets concerning Consultant Evaluation using the CE application.
  • Assists/trains district staff and Central Office project managers with data entry of consultant performance evaluations in the CE application.
  • Writes reports for custom data extracts from the reporting tables provided by OIT and make recommendations to additional fields or additional information to be added to reporting tables.
  • Reports can contain data from a variety of applications including, but not limited to: PDA, CE, CITS, and PPQ databases, to fulfill district and public information requests.
  • Creates new canned reports for the Reports Menu, as needed.
  • Ensures information presented is accurate and timely.
  • Maintain Professional Services and Design Build advertisement boilerplate language within the PDA.
  • Responsible for updating and removing users in accordance with Automated Access Request Form (AARF).
  • Documents current PDA, CE, PPQ system for ease of future training/development.
  • Conducts routine training on application both in person and virtually.
  • Ensures batch processes are running and follow up as needed with OIT.
  • Performs statistical data analysis of information extracts / reporting tables from CITS, PDA, CE, and PPQ systems.
  • Develops and maintains Sharepoint Site for Professional Services Office. Serves as web author.
