About The Position

Performs advanced and highly complex project management work. Leads complex and/or sensitive projects impacting organization, process, and technology. Work involves coordinating the planning and initiation of projects at various levels of completion; monitoring the progress and schedule of projects; and communicating with project stakeholders, management, and other relevant parties. Plans, assigns, and/or leads the work of project team members. Serves in a lead role for other project managers in the unit. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

Requirements

  • Bachelor's degree in any discipline. Relevant work experience may be substituted for degree on a year per year basis.
  • 6 years project management, process engineering and/or business process improvement methodologies. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis.
  • Valid driver’s license. This position requires driving a state vehicle.
  • May require certification as a Certified Associate in Project Management (CAPM) or in one or more change management disciplines.
  • Extensive knowledge of Local, state, and federal laws and regulations relevant to the administration of the project undertaken
  • Extensive knowledge of Transportation funding programs
  • Extensive knowledge of Applicable laws, rules, and regulations
  • Expert skill in Addressing changes in scope and budget
  • Expert skill in Collecting and evaluating data and presenting to senior leadership
  • Expert skill in Leading, assigning, reviewing, and monitoring the work of others
  • Expert skill in Using computers and applicable computer software
  • Proficient skill in Public relations for maintaining effective working relationships with individuals and groups, both internal and external
  • Ability to Analyze complex information and develop plans to address identified issues
  • Ability to Identify project risks and gaps
  • Ability to Establish project goals and objectives
  • Ability to Manage project activities
  • Ability to Prepare reports

Responsibilities

  • Directs, develops, and evaluates documentation, review, and improvement of business processes.
  • Directs, develops, implements, and evaluates plans to communicate and explain project status, direction, outcomes, and deliverables to stakeholders, interested groups, and team members.
  • Directs, develops, implements, and evaluates project budgets, schedules, work plans, resources requirements, and cost estimates and projections.
  • Reviews and analyzes project performance and objectives to determine opportunities for improvement across personnel, processes, and technology.
  • Compiles and distributes project information, status reports, and project budget expenditures.
  • Identifies potential project impediments, risks, and issues; and designs strategies to mitigate or avoid them.
  • May serve as a lead worker and the related tasks.
  • May train other employees
  • Performs other job responsibilities as assigned.
