About The Position

Oversees complex operations/business support functions for a Metro District. In a Division must also include oversight of multi-organizational units and/or also serves in an advisory capacity reporting directly to a Departmental Chief, providing direction/guidance in strategic ops, planning, and govt affairs. Oversees legislative analysis; policy development and interpretation; forecasting and budget analysis; contract management, project controls support, project oversight, resource allocation, purchasing, equipment, facilities, and district safety. Establishes policies/procedures, provides advice/consultation to Exec Mgmt, the DD/DE and staff and develops goals and objectives that integrate support and functional activities for each organizational unit. Coordinates with HR, Info Mgmt and Financial Mgmt to resolve issues integral to the organizations functional responsibilities. Supervises a group of professional and technical employees. In a Metro district, serves on the District Leadership Team. Work requires extensive contact with high-level executives, govt officials, internal agency audiences and public/private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product. A district or division may only have one Business Operations Manager.

Requirements

  • Bachelor's Degree in Business, Public Admin, Finance or related discipline. Relevant work experience may be substituted for degree on a year per year basis.
  • 5 years of experience in transportation-related business or support operations such as budget allocation, contract administration or resource management. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis.
  • Must have three (3) years supervisory/managerial experience. Project leader or lead worker experience may substitute for supervisory/managerial experience.
  • Valid driver’s license. This position requires driving a state vehicle.

Responsibilities

  • Directs and oversees administrative and business functions to include contract administration, purchasing, budget, facilities management, forecasting, planning, inventory control, reporting, and coordinating and monitoring functional activities.
  • Oversees manual development, coordination and maintenance.
  • Plans, coordinates and monitors activities associated with administrative support functions to include training requirements of division/office staff, time sheets and required reporting to other divisions and offices.
  • Coordinates and processes accounts payables, invoices, and travel. Troubleshoots financial information, data discrepancies, and monitors accounts.
  • Directs and oversees the planning, coordination, development and implementation of budgets; monitors operating budgets and provides reports, analysis and financial advice to division and office directors and their staff.
  • Prepares legislative impact statements, coordinates timely responses to Legislative Appropriations Requests, and develops tracking and library of proposed and passed legislation.
  • Recommends, reviews and analyzes processes for improvement and efficiency based on sound business practices, value added and operational delivery enhancement.
  • Trains other employees.
  • Serves as a member of the district/division staff and leadership team, represents staff at executive meetings, public events and participates in broad decision-making and policy setting initiatives.
  • Supervises a group of professional and clerical employees and oversees administrative services and management of business support functions and special projects ensuring all functions are conducted in accordance with policy.
  • Performs other job responsibilities as assigned.
