About The Position

The Division of Child and Family Well-Being CDSA site Western North Carolina is seeking a Business Officer II. In this role the Business Officer will support the Early Intervention day-to-day site Budget, Accounting and Revenue Cycle Management needs. Including and not limited to, knowledge of audits, budget maintenance and monitoring, accounts payable, claims insurance processing, inventory management, purchasing, vendor management, administrative and clinical support experience. Supervise (3-4) full-time employee. The CDSA Fiscal Officer organizes and oversees all CDSA business functions and supervises the business office staff. These business functions include budget administration, contracts/agreements, purchasing, medical third-party billing, receipts, physical plant operations, accounts payable, accounts receivables, fixed assets. The CDSA Financial Officer reports to the DCFW Early Intervention Budget Officer and works in coordination with the CDSA site Director. All budgetary, financial and contractual responsibilities supervision/consultation is received from the Division Budget Unit housed in the Administrative, Local and Community Services Section. This position has responsibility for the CDSA of WNC. In addition, this position administers and coordinates a variety of business and fiscal functions for the CDSA. The work requires a working knowledge of applicable policies, procedures and information systems related to budget, accounts payables, accounts receivable, cash management, internal controls, purchasing/contracting, and third-party billing. The range of duties includes, but is not limited to, financial and program coordination, customer services, reporting, records management, and closely related functions.

Requirements

  • Bachelor’s degree in accounting, business, finance, or other discipline related to the area of assignment from an appropriately accredited institution and three years of progressive related experience, two years of which should be in a supervisory role.
  • Working knowledge of applicable policies, procedures and information systems related to budget, accounts payables, accounts receivable, cash management, internal controls, purchasing/contracting, and third-party billing.
