The Parks and Recreation Business Manager manages the accounting of revenues, receivables and expenses for the Parks and Recreation Department and applies principles of accounting to analyze financial information and prepare financial reports by performing multiple duties. Oversees multiple capital and operation grants, sponsorships and donations to ensure accurate record keeping and reporting. Maintains a working knowledge of governmental accounting related to their duties and a strong knowledge of City policies. Works to actively promote ideas that strengthen and streamline departmental operations. The ideal candidate will have strong attention to detail and accuracy, high standards of quality and personal integrity, be a self-starter and good at managing deadlines, able to communicate professionally via telephone, email and in person, be proficient in Microsoft Office Programs (Excel, Word), and possess a strong ability to work collaboratively with varying personalities and work styles. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Reporting relationships, work assignments and work schedules may be subject to change in order to meet City needs or operational requirements. Attention to detail and the ability to quickly prioritize and manage multiple projects and tasks is required. Attendance at work and the ability to get along with the public, supervisors, and co-workers are essential elements of this position. The Business Manager Functions as part of the Parks and Recreation Leadership Team. Other duties may be assigned. Manage business operations for the Department to include contract administration, purchasing and accounting, grant writing and administration, cash handling, tickets/box office, annual budget, and reporting. Reviews, authorizes, and tracks purchase orders, invoices, and CIP projects for division-level and department-level purchases. Administers and monitors the Department budget, including allocating resources, monitoring revenue goals, and approving expenditures. Administers grant preparation, reporting and revenue tracking. Creates Council Action for purchases, budget items, programs, reports, etc., to be presented to the City Council. Works closely with the Finance Department in the creation of service agreements for all divisions within the Department. Represents the City and/or Department on a variety of advisory groups, committees, agencies, councils, and/or other related groups. Serves as system administrator for recreation software processes. Reviews, prepares, and presents reports on Department programs and activities. Responds to and resolves sensitive questions or concerns from the public, partners, the business community, and staff. Monitors compliance with applicable regulatory standards. Performs an advisory role to the Deputy Director and Director in matters relating to budget financial matters, including expenditures, revenues, policies, and procedures.
