About The Position

This position serves as the Chief Fiscal Officer for the institution. Ensures that all budget, procurement, and fiscal responsibilities of the institution are within established guidelines, policies, and procedures and generally accepted accounting principles. Responsible for ensuring compliance with all applicable policies, procedures, and guidelines. Monitors and approves expenditures. Provides budget guidance to the Unit Head and Department Heads. Supervises and provides leadership for the fiscal staff.

Requirements

  • Applicants must have considerable knowledge and demonstrated experience in core business operations, including budget development and management, purchasing, and accounting.
  • They should have experience overseeing or coordinating financial activities within a complex organization, preferably in a government, correctional, or otherwise highly regulated environment.
  • Working knowledge of interpreting, applying, and developing administrative policies, procedures, and internal controls is required, along with experience using automated financial systems and business‑related software to support budgeting, procurement, and accounting functions.
  • Applicants must be able to communicate clearly and effectively with institutional and regional staff, leadership, and members of the public, and must demonstrate the ability to establish and maintain effective working relationships across multiple organizational levels.
  • Additionally, applicants must be able to complete the Virginia Ethics Council Conflict of Interest (COI) filing within two business days of hire and annually thereafter, in accordance with Code of Virginia § 2.2‑3100, and complete COI training within two months of hire and every other year thereafter, as required by Code of Virginia § 2.2‑3132.

Nice To Haves

  • Advanced knowledge, training, certification, or coursework in business administration, accounting, finance, public administration, or a related discipline.
  • Professional credentials such as CPA, CGFM, CCE, or other relevant certifications are valued.
  • Experience in corrections, criminal justice, or other secure and highly regulated environments is also considered.
  • Other relevant experience includes managing or supervising financial operations within a state agency, local government, or similarly complex organization.
  • Beneficial background includes training in governmental accounting, state procurement, budget development, or financial management systems, as well as familiarity with the Commonwealth of Virginia’s financial and procurement systems such as eVA, Cardinal Financials, Cardinal HCM, and CIPPS.
  • Additional desirable experience includes developing internal controls, improving financial processes, supporting audits, and supervising staff, including workflow oversight and mentoring.
