About The Position

The Nebraska Department of Correctional Services (NDCS) is seeking a highly capable and experienced Business Manager to oversee a multi-faceted budget and other critical business functions of the Reception and Treatment Center. This role requires strong skills in budget preparation and reporting, accurate mathematical computations, and effective oral presentation and communication. A key expectation is the ability to read, understand, interpret and apply rules/regulations, policies/procedures, laws and other work directives, and effectively supervise/direct/coordinate a diverse staff. Requirements

  • Bachelor's degree in business administration, accounting, finance or related field plus four years related experience, two of which must be in a responsible supervisory capacity.
  • Related work experience may substitute for the bachelor's degree requirement on a year-for-year basis.
  • A valid driver's license is required.
  • Applicants accepting a job offer must pass the following pre-employment exams in this order: medical exam and, at a randomly announced time, pass a drug test.
  • Once at the Staff Training Academy, must successfully complete the fully paid NE Corrections Training Program.

Responsibilities

  • Financial Management: Prepare and coordinate biennium/yearly fiscal budgets. Monitor budget status and advise stakeholders. Review and analyze facility expenditures continuously to ensure fiscal control and proper program disbursement.
  • Purchasing & Inventory: Approve purchases for supplies, equipment, and services; obtain quotes, and coordinate with relevant departments (purchasing, accounting) for timely material request processing. Maintain fixed assets inventory, manage item replacement, and process surplus equipment.
  • Supervision & Operations: Plan and supervise the activities of assigned business units, including Canteen, Clothing Issue, Mail, Laundry, and Warehouse operations.
  • Payroll & Inmate Finance: Reconcile and verify complex bi-weekly employee payroll rules. Manage fiscal matters related to the inmate population, including monitoring the Corrections Inmate Pay System (CIPS) and responding to inmate financial requests/grievances.
  • Compliance & Reporting: Ensure adherence to state statutes, audit recommendations, and departmental rules. Maintain American Correctional Association (ACA) standards for assigned areas to assure accreditation. Provide necessary financial and statistical information to external groups (e.g., clubs and religious groups).
