About The Position

This position’s primary responsibility is to assist, develop and maintain fiscal and financial processes for the multi-family loan portfolio for rental developments with various types of funding including CDBG, SHIP, and Local Housing Trust Funds awarded by Affordable Housing Services . The candidate shall be a subject matter expert in multifamily housing financing, capital stacking, single audit review, net cash flow determinations, interest and payment determinations. This position will also oversee and manage the multifamily loan portfolio, provide financial and operating reports, and submit reports to grant funders. Responsibilities may include supporting fiscal staff in their day-to-day operations and financial reporting requirements, ensuring compliance with all federal regulations, State statutes, local ordinances, policies, procedures and guidelines. This position is directly responsible for supervising operational staff, developing and managing project deadlines, defining and delivering pre-determined outcomes, reviewing and/or revising current processes and procedures, identifying fiscal related issues and recommending solutions, defining and mapping process improvements, providing analyses and recommendations that provide efficiencies and effectiveness in the delivery of core services. Other responsibilities include financial analyses, audit, and regulatory compliance of federal, state, and local grants/allocations. This position will work cross functionally with internal support departments within AHS including Contracts team and Monitoring/Compliance Team. Other countywide department collaboration to include Management & Budget, County Finance, and Enterprise Support and Quality Assurance to identify and implement best practices in the streamlining and automation of processes and procedures to deliver efficiencies and reduce costs for fiscal related services. In addition, this position will develop and monitor the annual budget and work with the Fiscal and Asset Manager, review the fiscal impact of Oracle, RFP's, RFQ's, vendor selection, and business plan processes based on a multi-year revenue and capital budgets. This position is responsible for assisting with fiscal and financial processes for the Equity and Community Impact department that requires minimal support.

Requirements

  • Bachelor’s degree in accounting, Economics, Business Administration, Management, or a closely related field
  • Five (5) to Seven (7) years of professional experience in accounting, real estate finance, GAAP, budgeting, and/or financial management, including at least 2 years in a supervisory role.
  • Must have analytical skills, as well as quantitative and qualitative research skills.
  • Independent and sound judgement is required to make recommendations, evaluate new approaches to problem solving, and assess changing facts or conditions.
  • Requires effective written and verbal communication skills.
  • Requires regular contact with internal and external partners involving a variety of formal and informal negotiations.
  • Plan events that will occur during the year and have some effect on annual expenditures and/or revenues.
  • Responsible for day-to-day operations and assisting team to meeting programmatic goals.

  • Knowledge of multifamily financing and use of capital stacking, (including bonds) to fund these affordable housing rental developments.
  • Knowledge of financial regulations, state statutes, local ordinances, principles and practices applicable to federal and state grants and allocations.
  • Ability to effectively communicate, in written and oral form, financial information, trends, findings, and recommendations to executive management, other applicable County Staff , the Board of County Commissioners, and the public.
  • Considerable knowledge of and the ability to use multifamily loan portfolio management software and integrated financial and budgeting systems software.
  • Knowledge of local government financial administration, fund accounting, management, budgeting, and accounting standards, concepts, and practices.
  • Understanding of agenda item draft preparation, timing and approval requirements.
  • Knowledge of how to research financial regulations, state statutes, local ordinances, principles, and practices applicable to federal and state grants and allocations.

Nice To Haves

  • Familiarity with SAIL and other Florida Housing Finance funding a plus.
  • Knowledge of Oracle a plus.

Responsibilities

  • Subject Matter Expert in multi-family housing financing, capital stacking, single audit review, net cash flow determinations, interest, payment and payoff determinations.
  • Assist assigned staff and teams in review and analyses of current processes in a continuous, collaborative effort to maximize efficiency and effectiveness, and reduce costs in the delivery of core services.
  • Takes the lead in identifying fiscal related issues, coordinating with department operational staff, internal support departments including Management & Budget and County Finance to research best practices, develop and implement innovative solutions that implement automated controls and fully leverage available technologies and applications.
  • Manage fiscal services activities to research and implement best practices for the following: coordination/development of annual budgets; development and implementation of revenue collection, inventory management, payment processing and service cost analyses processes, procedures and control.
  • Prepare various grant status reports for submission and submit to federal and state agencies.
  • Provide expertise concerning funding sources, contracts, mortgages, and application requirements.
  • Support the supervision of the asset management process.
  • Oversee and verify financial transactions prior to submission to Fiscal and Asset Manager, including but not limited to operating expenditures and contract payments.
  • Plan and manage fiscal activities to meet objectives and comply with federal, state, and local regulations.
  • As needed, aid various departmental teams to evaluate financial processes as business need may change.
  • Make recommendations for business proposals that address identifiable business needs and requirements, conduct market research, cost/benefit and program analyses of proposed solutions and assist in the development of efficiency and increased effectiveness for the delivery of departmental core services.
  • This position is responsible for assisting with fiscal and financial processes for Affordable Housing Services and Equity and Community Impact.
  • Perform other related duties as assigned.
