About The Position

Praescient Analytics is seeking a Business Intelligence Analyst to support the technical development team working with the American Battle Monuments Agency (ABMC). This role is responsible for ensuring that the ABMC Cemetery Status Information System (ACSIS) meets the operational needs of the Agency by leading requirements gathering, defining performance metrics, and spearheading the training and knowledge transfer initiatives. You will translate the Agency's mission—maintaining overseas military cemeteries in pristine condition—into actionable data definitions and user-centric reporting tools. U.S. Citizenship is Required

Requirements

  • Experience: Proven track record of successful BI project implementation, specifically in requirements gathering and stakeholder management, preferably within the U.S. Federal Government.
  • Technical Literacy: High proficiency in the Microsoft 365 Suite (Power BI, SharePoint, Teams, and Excel) and the ability to explain technical BI concepts to users with moderate skill levels.
  • Analytical Skills: Ability to analyze discrepancies between current "stovepiped" data landscapes and future BI needs (Gap Analysis).
  • Communication Expertise: Exceptional ability to facilitate discussions between technical staff and non-technical subject matter experts to elicit qualitative assessments.
  • Regulatory Knowledge: Familiarity with U.S. Federal security standards, including FISMA and NIST 800-53.
  • Project Management Support: Experience developing project documentation, including technical architecture summaries and progress reports.

Responsibilities

  • Stakeholder Engagement: Facilitate interviews and workshops with Agency leadership (including the Acting Secretary and Executive Directors) to define specific business intelligence needs for resource allocation.
  • Requirements Definition: Work with functional stakeholders—such as the Chief of Horticulture and Chief of Engineering—to define information needs, reporting requirements, and Key Performance Indicators (KPIs).
  • Metric Development: Assist the Agency in defining objective, measurable acceptance criteria and "green/amber/red" assessment logic for functional areas like burial plot turf, equipment status, and security.
  • Data Validation & Documentation: Validate data sources and document data definitions, business rules, and metadata to ensure consistency across the enterprise.
  • Testing Coordination: Lead Usability Acceptance Testing (UAT) with designated Agency users to ensure dashboard functionality and data accuracy meet the requirements for formal acceptance.
  • Training & Knowledge Transfer: Develop and deliver comprehensive training materials, user guides, and recorded live sessions to enable Agency personnel to use and adjust dashboards independently.
  • Sustainment Planning: Establish protocols for maintaining data quality and provide step-by-step guides for Agency staff to update data sources, ensuring long-term sustainability of the BI system.
