About The Position

The Business Development Manager will be responsible for identifying and pursuing opportunities with federal agencies and prime contractors, with a particular emphasis on the Department of Energy (DOE), the Department of Defense (DOD), and other federal market sectors. This position reports directly to the Business Development Director and requires at least six years of experience in federal business development. The successful candidate will demonstrate a proven ability to develop and secure new work for a construction company engaged in heavy civil and heavy industrial site development, specifically in support of federal clients.

Requirements

  • Proven track record of building and maintaining relationships with federal agency executives, program managers, and teaming partners.
  • Experience in business development and capture management within the federal construction market, including DOE/DOD clients.
  • Bachelor’s degree, preferably in Engineering, Construction Management, or related field.
  • 6+ years’ prior industry-related federal business development experience.
  • Excellent interpersonal and communication skills with ability to produce and deliver highly professional proposals and presentations.
  • Ability to manage multiple federal capture efforts simultaneously and meet deadlines.
  • Strong knowledge of company capabilities and prior performance in heavy civil and industrial construction.
  • Familiarity with federal procurement processes, contracts, and compliance requirements.
  • Demonstrated ability to plan, organize, and align resources to achieve capture goals.
  • Must have valid driver's license

Responsibilities

  • Leading the development of federal sales opportunities in alignment with the company’s Business Plan.
  • Directing and actively participating in the capture strategy for specific DOE/DOD and other federal prospects.
  • Staying informed on competitor activity, including pricing trends and approaches.
  • Supervising the preparation and coordination of proposals, including developing and managing proposal win plans and budgets.
  • Setting up and leading meetings with federal agencies, prime contractors, and teaming partners; ~60% travel required.
  • Developing strategy and leading proposal presentations and negotiations with federal clients.
  • Building and maintaining strong relationships with key decision-makers at federal agencies, program managers, and teaming partners.
  • Staying current on customers’ programmatic and technical requirements, as well as long-term federal capital plans.
  • Developing teaming and pricing strategies, and leading proposal and pricing reviews with internal stakeholders.
  • Overseeing the preparation and ensuring corporate approval of contracts for awarded projects.
  • Leveraging business relationships between CAM leadership and key federal executives in support of overall business development efforts.
