About The Position

The Town of Erie’s Economic Development Department is seeking an experienced, proactive and innovative individual to join us as our newest Business Development Manager! About the Role As the Business Development Manager, you will lead complex regional and national business attraction and advance commercial and mixed-use development opportunities for the Town of Erie. You will also be responsible for recruiting businesses to new and existing commercial space, creative economic incentives, and supporting development projects that generate private investment, job creation and tax base growth. Requirements

  • A Bachelor’s Degree in Business or Public Administration, Economic Development, Communications or related field from an accredited college or university is required.
  • Successful candidates will have a minimum of four years of increasingly responsible experience in economic/business development, municipal planning, marketing and communications or a related field.
  • Demonstrated experience with public-private partnerships, incentive structuring, development agreements, or real estate transactions is required.

Responsibilities

  • Cultivate new economic development prospects by responding to outreach from location advisory consultants, real estate brokers, and businesses seeking to relocate and expand in Erie.
  • Leverage economic data to identify and communicate strategic investment opportunities in place, talent, connectivity, and business, and use those insights to inform incentive strategies and development negotiations.
  • Lead business attraction and expansion opportunities that spur new jobs, capital investment, and community vitality in Erie.
  • Draft and complete detailed responses to requests for proposals/information in response to competitive economic development projects, including financial analysis and proposed incentive structures where appropriate.
  • Identify and recruit target business prospects, respond to inquiries, maintain an inventory of available sites/buildings, and actively market suitable sites, including existing retail, restaurant and office space, with a focus on filling vacancies alongside new development projects and catalytic sites.
  • Study the dynamics of Erie’s retail market and surrounding areas from both a recruitment and retention perspective to assist in developing strategies to strengthen and grow Erie’s retail base, including alignment with active and planned development projects.
  • Lead strategies to activate existing commercial space, including broker engagement, tenant targeting, and coordination with property owners to reduce time to occupancy.
  • Lead or coordinate cross department project teams related to development agreements, incentive negotiations, and catalytic investment projects.
  • Lead negotiation, structuring, and administration of development agreements and economic incentive agreements, including monitoring performance and compliance.
  • Develop and recommend economic incentive packages and financial participation structures for Director and Town Council consideration.
  • Prepare financial analyses, pro forma reviews, and return on investment projections to support development negotiations and public decision making.
  • Manage assigned economic development incentive budgets and track performance metrics tied to approved agreements.
  • Serve as project lead on catalytic development initiatives with measurable capital investment and tax generation targets.
  • Analyze economic impact of incoming businesses and development projects and present findings in public forums such as the Town Council, TOEURA Board of Commissioners, economic partners, and others.
  • Schedule, plan, and execute client site visits with economic development organizations, institutions of higher education, industry associations, peer industry leaders, and real estate representatives.
  • Foster positive working relationships with commercial real estate brokers, site selectors, developers, business owners, property owners, and community members.
  • Partner with internal departments to support tenant activation in existing spaces, including coordination through the Town’s business intake and tracking processes.
  • Design and maintain marketing collateral, including social media content, pamphlets, and the Department’s websites in coordination with the Communications and Community Engagement Department, with emphasis on development-ready sites and priority investment areas.
  • Serve as the Department liaison to external partners for events hosted in catalytic economic development areas, ensuring alignment with redevelopment and investment objectives.
  • Represent the Department at trade associations and events, including meetings, conferences, and trade shows with DCI, EDCC, ICSC and NAIOP.
  • Communicate and engage with local, county, regional, and state economic development partners in Denver Metropolitan Region, across Northern Colorado, and the State of Colorado.
  • Maintain active participation in professional organizations and ongoing training for professional development.
