About The Position

We build secure Software Factories based on DoD reference designs and NIST Frameworks for Cloud and DevSecOps. These factories deliver AI/ML Applications, Data Science Platforms, Blockchain and Microservices for DoD, Healthcare and Civilian Agencies. The Business Data Analyst III provides advanced analytical and decision‑support services across DLA portfolio programs. This role supports business case development, project and portfolio planning, business process reengineering (BPR), and performance measurement activities. The analyst works within a matrixed environment, leveraging enterprise tools and data to deliver actionable insights, support leadership decision‑making, and improve IT and business operations.
Requirements
- Must possess an active Secret security clearance at the time of proposal.
- Experience: Minimum 7 years of relevant professional experience in business or data analysis
- Strong working knowledge of the Microsoft Office Suite, including MS Word, MS Excel, MS Access, and MS PowerPoint.
- Experience supporting Project Management activities
- Proficiency using data analysis and reporting tools
- Strong analytical, problem‑solving, and critical‑thinking skills
- Excellent written and verbal communication skills
- Certification: Must hold a relevant certification from a nationally recognized authority
Nice To Haves
- Experience with Microsoft Power BI
- Familiarity with DLA and DoD enterprise systems and tools, including the DLA Task Management Tool (TMT), DLA SharePoint, EFM Portfolio Task Management and Tracking System, and the PEO Task Tracker.
- Experience using ServiceNow, including Program Management, Project Management, Strategic Portfolio Management (SPM), IT Service Management (ITSM), and Routing Assignment Visualization for Enterprise Needs (RAVEN).
- Prior experience supporting DLA or other DoD agencies
- Ability to work in fast‑paced, regulated government environments
- Experience briefing senior government stakeholders
Responsibilities
- Provide analytical support to DLA portfolio and program initiatives in a matrixed environment.
- Conduct business case analyses to support investment, modernization, and operational decisions.
- Support project planning, task tracking, and performance reporting efforts.
- Perform business process reengineering (BPR) to improve efficiency and effectiveness.
- Analyze and report on IT performance metrics and key operational indicators.
- Develop data‑driven reports, dashboards, and executive briefings.
- Present and defend analytical findings and recommendations to stakeholders and leadership.
- Support enterprise task management, portfolio tracking, and service management functions using DLA‑approved tools.
