About The Position

Client is seeking a Business Analyst consultant to support technical staff in gathering, analyzing, and documenting functional and system requirements for new development initiatives and enhancements to existing applications used by Client and Pennsylvania Parole Board (PPB) stakeholders. This role requires strong experience working in a Waterfall and Agile environment with the ability to lead requirements activities independently while also supporting project tracking efforts in an Agile framework where applicable. The selected candidate will work closely with business and technical teams to define business needs, create detailed requirements documentation, support testing efforts, and help improve business processes and system functionality.

Requirements

  • 7+ years of experience with SDLC, including Waterfall and/or Agile methodologies
  • 7+ years of experience writing use cases and requirements documentation
  • 7+ years of experience developing business requirements
  • 7+ years of experience developing functional requirements
  • 7+ years of experience with business process reengineering
  • Ability to work independently with minimal supervision
  • Strong facilitation, documentation, analytical, and communication skills

Nice To Haves

  • 3+ years of experience in business change management
  • 3+ years of experience with Team Foundation Server (TFS)

Responsibilities

  • Collect, analyze, and document business rules, workflows, legislation, and operational processes
  • Lead business requirements gathering sessions with both business and technical stakeholders for complex system development efforts
  • Analyze legislation, policies, procedures, RFPs, and other business documentation to determine required system or process changes
  • Work with business users to develop and implement improved business processes that align with agency policies and IT system capabilities
  • Develop and enhance business and functional requirements for new and existing systems
  • Prepare and review detailed functional specifications for development and enhancement projects
  • Create use cases and other requirements documentation to support development efforts
  • Execute requirements and analysis responsibilities independently with minimal oversight
  • Support system testing and validation activities
  • Assist with preparation of system change requests and help prioritize planned changes
  • Contribute to the development of training materials
  • Troubleshoot system, data, and business process issues
  • Partner with development and database teams to identify data migration and integration opportunities and document associated business rules
  • Prepare mockups and visual aids to support requirements gathering
  • Develop process flows documenting current state and future state business processes
  • Perform basic SQL queries as needed to support analysis
  • Perform related duties as assigned
