Position Overview: As a Business Analyst with the Workforce Services Division, you won’t just analyze systems, you’ll lead efforts that shape how Montanans experience their workforce services every day. You’ll lead complex projects that cut across programs, working closely with program staff, technology teams, and community partners to turn real world needs into clear solutions. In this role, you’ll connect projects to the division’s top priorities, look ahead to spot risks and impacts across related business areas and support teams from early concept, through implementation and evaluation. Requirements

  • Business and systems analysis at scale: Experience leading the analysis for work touches multiple related business units, shaping requirements, processes and solutions that advance division and agency priorities.
  • Strategic and integrated thinking: Ability to connect the dots between policies, technology, funding, and front line operations, integrating activities across applications, programs, and teams to create cohesive, well aligned services.
  • Solution evaluation and business case development: Skill in looking beyond quick fixes, weighing options for feasibility, cost, benefit, and risk, and developing or reviewing business cases to inform decisions.
  • Stakeholder collaboration and leadership: Proven ability to bring people together, navigate competing priorities, build consensus, and guide groups toward shared understanding and coordinated implementation.
  • Clear documentation, communication, and facilitation: Strength in turning complexity into plain‑language documentation, facilitating workshops or working sessions, and explaining technical and business concepts to a wide range of audiences, including leadership.
  • Risk, dependency, and performance awareness: Anticipate what could go wrong, or right, by identifying and managing requirement gaps, conflicts, risks, and dependencies; interpreting qualitative and quantitative feedback; and recommending targeted actions to address underperformance or emerging issues.
  • Professional judgment and independence: Operate as a trusted professional, managing multiple high priority efforts with a high degree of autonomy while exercising sound judgment, discretion, and accountability.
  • Significant experience analyzing business processes, system functionality, or program requirements at a level that involves multiple, related business units, and translating this analysis into documented workflows, requirements, or improvement recommendations.
  • Experience leading or coordinating implementation of complex system or process changes, including test planning and execution, troubleshooting, and collaboration with technical teams, vendors, and program leadership.
  • Experience working with a broad range of stakeholders (such as executive or program leadership, IT, vendors, or external partners) to gather information, resolve issues, and support effective, multi program service delivery.
  • Proficiency with common office productivity tools (such as email, calendars, word processing, and spreadsheets) and demonstrated ability to learn and use business, case management, data, or project management systems.
  • Strong written and verbal communication skills, including experience preparing high quality documentation (such as requirements, business cases, or decision records) and explaining complex concepts in clear, plain language to varied audiences.
  • A degree in fields such as business, public administration, information systems, or a related area may supplement relevant professional experience but is not a substitute for demonstrated skills and competencies in the areas noted above. Equivalent combinations of education and directly related experience will be considered.

Nice To Haves

  • Experience using tools such as Jira, ServiceNow, CRM software (including EmployMT or similar systems), and process mapping applications like Visio—or equivalent platforms that support structured workflow, requirements, and issue management.
  • Familiarity with the Workforce Innovation and Opportunity Act (WIOA) and/or Workforce Services programs, or a strong interest in learning these frameworks and applying them to improve how services are designed, delivered, and measured.

Responsibilities

  • Turn complex ideas into clear action by analyzing workforce programs, business processes, and system interactions across multiple teams, and helping design solutions that make it easier for Montanans to find and use services.
  • Make complex, multi program work understandable by creating clear, user friendly documentation of requirements, workflows, decisions, and business cases that help diverse teams stay aligned and move forward with confidence, further sharpening your communication, documentation, and facilitation abilities.
  • Serve as a key problem solver and point of contact by coordinating with program staff, State IT, leadership, vendors, and other partners to plan and carry out system and process changes, especially for high‑visibility or cross‑program efforts.
  • Connect the big picture to daily work by helping align technology, operations, funding, and policy so that changes make sense for staff and customers across multiple programs and platforms.
  • Identify gaps, conflicts, risks, and dependencies in complex systems and workflows, then recommend practical, evidence‑based ways to strengthen performance and reduce issues.
  • Support successful rollouts by planning and coordinating testing, tracking issues and fixes, and making sure staff and stakeholders understand what is changing, why it is needed, and how it supports division goals.
  • Monitor interconnected processes and systems, troubleshooting issues as they arise, and work with others to resolve problems quickly with a customer‑focused, statewide mindset.
  • Help people through change by designing and delivering training, how‑to materials, and other change management activities so staff feel prepared, supported, and confident using new processes and tools.
