About The Position

GDC IT Solutions is seeking a Business Analyst to support the Department of Corrections (DOC) and the Pennsylvania Parole Board (PPB). This position offers a collaborative environment working closely with technical and business stakeholders to support new development projects and enhancements to existing applications within a primarily Waterfall-based SDLC. As a Business Analyst, you will be responsible for independently gathering, analyzing, and documenting complex business and system requirements, translating legislation and business needs into functional specifications, and supporting system development, testing, and change initiatives for DOC and PPB applications.

Requirements

  • Seven years of experience working with SDLC methodologies, including Waterfall and/or Agile.
  • Seven years of experience writing use cases and requirements documentation.
  • Seven years of experience developing business requirements.
  • Seven years of experience developing functional requirements.
  • Seven years of experience in business process re-engineering.
  • Three years of experience in business change management.
  • Three years of experience using Team Foundation Server (TFS).

Responsibilities

  • Lead business requirements gathering sessions with business and technical stakeholders for complex system development and enhancement projects.
  • Collect, analyze, and document business rules, processes, and legislative requirements.
  • Analyze legislation, policies, procedures, RFPs, and other business documentation to identify required system or process changes.
  • Develop and document detailed business and functional requirements for IT systems.
  • Prepare and review detailed functional specifications for developers to use in system coding.
  • Develop use cases and other formal requirements documentation.
  • Work with business users to design and implement improved business processes aligned with agency program policies.
  • Document As-Is and To-Be business processes using process flows and diagrams.
  • Prepare mock-ups and visual aids to support requirements elicitation and validation.
  • Collaborate with development and database teams to identify and document data migration requirements and integration opportunities.
  • Assist with system testing activities to ensure requirements are met.
  • Assist with planning, prioritization, and documentation of system change requests.
  • Support the creation of training materials for system changes or new functionality.
  • Troubleshoot system, data, and process-related issues.
  • Perform basic SQL queries as needed for analysis purposes.
  • Execute responsibilities independently with minimal oversight.
  • Perform related duties as required.
