About The Position

The Business Analyst Specialist will lead business analysis activities for the WIC MIS, including reviewing current system functionality, assessing existing documentation, translating business processes into detailed requirements, and identifying gaps related to regulatory or program needs. The role involves close collaboration with program leadership, technical teams, vendors, and subject matter experts to support system modernization, compliance, and operational effectiveness. This position also provides day-to-day guidance to assigned staff and supports project delivery by tracking milestones, risks, dependencies, and deliverables, ensuring timely and accurate communication to stakeholders and leadership.

Requirements

  • 10+ years of experience performing complex business analysis, including requirements elicitation, documentation, and validation.
  • Strong experience translating program policies and regulations into functional and system requirements.
  • Experience working within large-scale IT environments and enterprise systems.
  • Demonstrated ability to define functional, non-functional, and system requirements.
  • Strong knowledge of project management frameworks, SDLC, and Agile methodologies.
  • Experience reporting project status to management, including risks, issues, and key decisions.
  • Excellent written and verbal communication skills, including the ability to document requirements, deliverables, and test scenarios.
  • Proven ability to collaborate with business stakeholders, technical teams, and vendors.
  • Demonstrated ability to produce clear, accurate, and complete requirements documentation.
  • CBAP or PMI-PBA certification required.
  • Must be eligible to work in the U.S. without sponsorship.
  • Must be local to Austin, TX on an as-needed basis.

Nice To Haves

  • Experience working with government programs, regulations, or compliance-driven systems.

  • 5+ years of project management experience.
  • 5+ years of experience leading teams or workgroups.
  • Experience interpreting policy and translating regulations into system and technical requirements.
  • Strong experience with advanced requirements elicitation techniques, including review of existing MIS functionality.
  • Bachelor’s degree in Business, Computer Science, Information Systems, or a related field.
  • Experience gathering MIS requirements within a large organization or government agency.
  • Experience creating solicitation, contract, or vendor requirements documentation.
  • PMI-PBA or IIBA CBAP certification preferred.

Responsibilities

  • Develop, manage, and execute a comprehensive requirements documentation plan for the WIC MIS system.
  • Review and analyze the current WIC MIS (including MOSAIC functionality) and translate existing processes and system behavior into clear, actionable business and system requirements.
  • Analyze WIC program policies, procedures, and federal/state regulations to determine impacts on system functionality and business processes.
  • Perform business and gap analysis to assess current documentation against regulatory, programmatic, and operational requirements.
  • Coordinate and guide team members and subject matter experts through requirements elicitation, documentation, validation, and prioritization activities.
  • Serve as a liaison between program staff, technical teams, vendors, and project leadership to ensure alignment across stakeholders.
  • Apply project management and Agile methodologies to track milestones, risks, issues, and dependencies, and report project status to leadership.
  • Obtain stakeholder review, feedback, and formal sign-off on requirements, user stories, and priorities.
  • Collaborate daily with Agile sprint teams and Product Owners to support SDLC activities, including design validation, testing coordination, and implementation support.
  • Provide leadership and mentoring to both business and technical team members.
  • Support additional project-related duties, including testing, training support, and documentation standards, as assigned.
