About The Position

The Senior Business Analyst </b>supports the Texas Health and Human Services Commission (HHSC), Community Services Division, in modernizing the Texas No Wrong Door (NWD) system for long -term services and supports (LTSS). This role performs highly complex, senior -level business analysis work focused on evaluating business systems, identifying gaps, and recommending technology -enabled solutions that align with organizational strategies. The position works closely with business stakeholders, program areas, IT teams, and external partners to gather requirements, improve business processes, and enhance system interoperability. Acting as a liaison between business and IT, the Senior Business Analyst ensures solutions meet user needs and improve operational effectiveness. This position reports directly to the Director of the Office of Aging Services Coordination.

Requirements

  • 8 years of experience eliciting business and technical requirements.
  • 8 years of experience communicating complex technical concepts and preparing business cases and planning documents.
  • 8 years of experience demonstrating strong verbal, written, and presentation skills.
  • 8 years of experience gathering stakeholder input and successfully executing plans.
  • 8 years of experience providing strong follow -through and customer service.
  • 5 years of experience serving as a liaison between business stakeholders and IT teams.

Nice To Haves

  • Experience analyzing raw data as a Data Analyst.
  • Experience with business process reengineering and industry -standard process mapping.
  • Experience with government regulations and government business processes.
  • Project management experience; PMP certification is a plus.

Responsibilities

  • Review, analyze, and evaluate business systems, workflows, and user needs.
  • Elicit, document, and analyze complex business and technical requirements from stakeholders.
  • Serve as a liaison between business units, IT teams, and external stakeholders to coordinate system improvements.
  • Design and execute secret shopper initiatives to evaluate referral processes within the NWD system.
  • Assess existing business processes to identify trends, gaps, risks, and opportunities for improvement.
  • Develop solution options, including cost/benefit, ROI, and buy/build analyses.
  • Prepare detailed business cases, planning documents, and functional documentation.
  • Recommend improvements to IT solutions to better align with business objectives and user needs.
  • Support the automation of new or enhanced systems to improve service delivery and operations.
