The City of Oakland Information Technology Department (ITD) is hiring for a Business Analyst II with a specialty in Central Enterprise Permitting Systems. This program management position will work within ITD and across Oakland Departments on land use permitting (Accela System), focusing on continuously improving the platform's usability and expanding accessibility by enhancing its reporting capabilities. Working for the City of Oakland We are looking for someone who is: technically proficient with the ability to configure and maintain the Accela permitting system, generate complex reports, and support cross-departmental IT needs. collaborative, able to partner with multiple City departments and stakeholders to understand permitting requirements, and ensure solutions work for a variety of users. attentive to details and able to ensure system configurations, data inputs, and reporting dashboards are accurate, reliable, and compliant with the City's regulatory requirements. analytical, skilled at interpreting data across systems, identifying trends or issues, and developing recommendations that improve workflows and support better decision-making. an effective communicator and careful listener, able to understand stakeholders' needs, translate them into technical requirements, and clearly convey solutions both in writing and verbally.

Requirements

  • Bachelor's degree from an accredited college or university in public or business administration, accounting, finance, information systems, computer science, or a related field.
  • Three (3) years of experience in business process analysis and in the documentation for a complex business function area, involving direct experience administering enterprise permitting, asset, or land use management platforms and producing reports using reporting tools such as Power BI, Oracle, and SQL.

Nice To Haves

  • Experience with the Accela and/or other land management permitting systems
  • Possession of Accela certifications (Accela Certified Professional or Accela Certified Partner designation)
  • Experience with managing and tracking projects
  • Experience with GIS
  • Experience with database management and data manipulation

Responsibilities

  • Coordinating with City Departments on reporting requirements, analysis of methodology, and customer service help desk tickets to resolve issues
  • Developing and implementing various reports within or outside of the permitting system
  • Configuring changes within the Accela administration system, as needed
  • Creating custom reports and reporting dashboards that link multiple data sources and systems
  • Working with multiple departments to gather the business requirements and develop reports that are easily accessible to assist with monitoring and decision-making
  • Fostering effective communication across multiple departments and stakeholders
