About The Position

We are seeking a senior-level Business Analyst to support the analysis, enhancement, and quality assurance of complex enterprise systems. This role focuses on gathering and translating business requirements into actionable user stories, supporting Agile delivery teams, and ensuring solutions meet both functional and non-functional requirements. The ideal candidate has strong experience working with licensing systems, Agile methodologies, and quality assurance practices in a highly regulated environment.

Requirements

  • 8+ years of experience working in Agile environments, including:
  • User story creation
  • Participation in all Agile ceremonies
  • Leading backlog refinement and sprint planning sessions
  • 8+ years of experience using Agile tools such as Azure DevOps, Jira, or similar platforms
  • 8+ years performing senior-level business analysis with minimal supervision
  • 8+ years coordinating analysis of policies and procedures and their impact on automated systems
  • 8+ years coordinating with vendors and contractors to deliver projects and service requests
  • 8+ years identifying and implementing process improvements through automation
  • 8+ years providing complex QA consultation or oversight for projects and initiatives
  • 8+ years reviewing complex project documentation, including design artifacts, test plans, and risk assessments
  • 8+ years developing training materials and conducting formal system training sessions
  • Experience supporting licensing systems , including the full license lifecycle (application, issuance, renewal, and management)
  • Strong background in business analysis and quality assurance within complex enterprise or government systems
  • Proven ability to create detailed user stories, define acceptance criteria, and execute manual testing
  • Experience gathering mobile application requirements and designing wireframes to support intuitive user experiences
  • Ability to effectively engage stakeholders and end users for requirement validation and solution feedback

  • Prior experience supporting systems within a state or regulatory environment
  • Experience with enterprise or government licensing platforms

Responsibilities

  • Gather, analyze, and document business requirements, user needs, workflows, and system problems to improve or automate existing systems and support new system development
  • Translate business requirements into clear, detailed user stories with defined acceptance criteria
  • Analyze program policies and procedures to determine impacts on automated systems and functional areas
  • Perform quality assurance (QA) on user stories to ensure completeness, accuracy, and alignment with requirements
  • Develop and review test cases; perform manual testing, including mobile application testing
  • Identify opportunities to improve business processes through automation and assist in developing system enhancement proposals
  • Support the preparation and review of project deliverables, including project charters, project plans, test plans, and risk management documentation
  • Plan, develop, and deliver training materials; assist with and conduct training sessions for internal and external users
  • Consult on application analysis, troubleshoot system issues, and recommend or implement solutions
  • Provide QA consultation and oversight for projects, initiatives, and special assignments
  • Manage change requests, scope control, acceptance testing, installation, and deployment activities
  • Maintain business relationships with vendors; review and approve invoices and ensure best value for technology services
  • Collaborate closely with end users to validate requirements and gather feedback on solutions
  • Follow all organizational policies and procedures
  • Perform additional duties as assigned
