About The Position

This position involves planning, directing, and coordinating activities and operations related to building, zoning, and subdivision matters. The role oversees and ensures the enforcement of City building codes, zoning ordinances, and subdivision regulations. It also provides building code and zoning ordinance information to the public, City staff, contractors, and architects, while offering policy, technical, and administrative support to the Mayor, City Council, and City Administrator.

Principles and procedures of record keeping.
Effectively administer a variety of Building Inspections activities.
Identify and respond to public, City staff, City Council, contractors, and architects' inquiries and concerns regarding building related issues.
Apply technical knowledge and follow proper inspection techniques to examine workmanship and materials and detect deviations from plans, regulations and standard construction practices.
Read and interpret building plans, specifications and building codes.
Interpret and apply Federal, State and local policies, procedures, laws and regulations.
Advise on standard construction methods and requirements.
Supervise, train and evaluate assigned staff.
Communicate clearly and concisely, both orally and in writing.
Prepare and administer a budget.
10 years of increasingly responsible experience in all forms of building construction or 5 years with a Bachelor's degree in a related field.
Equivalent to a Bachelor's degree from an accredited college or university with major course work in building construction or a related field.
Possession of valid Certified Building Inspector's Licenses B1, B2, P1, P2, M1, M2 issued by the International Conference of Building Officials or the ability to obtain said licenses within 2 years of date of hire on a schedule agreeable to the City.
Employee must possess a valid driver’s license and maintain insurability as determined by the City’s insurance carrier.

Responsibilities

Direct and manage the development and administration of the Building Department.
Direct the development of budgets, expenditures and resources for departmental operations; forecast expense and revenue.
Develop and present codes, ordinances, resolutions, and public hearing presentations for City Council deliberations and decisions.
Conduct commercial and residential structural inspections including plumbing and mechanical inspections; ensure compliance with City, County, State and Federal codes and regulations; complete and maintain appropriate records of inspections.
Review residential construction plans and specifications for compliance with City building codes and zoning ordinances; approve construction plans for permit issuance; issue building permits.
Perform housing inspections; ensure that construction and repair work meets Code standards.
Fulfill the duties set forth in the Statutes and Ordinances that are assigned to the Chief Building Official.
Develop, plan and implement department goals and objectives; recommend and administer policies and procedures.
Direct, oversee and monitor workflow; review and evaluate work products, methods and procedures.
Direct, oversee and participate in the development and administration of the Building Department budget; direct the forecast of funds needed for staffing, equipment, and supplies; monitor and approve expenditures; implement mid-year adjustments.
Develop building, electrical, plumbing, mechanical, mobile home parks and sign code regulations for adoption and enforcement within the Valley jurisdictional area.
Select, train, motivate and evaluate personnel; provide or coordinate staff training; evaluate employee performance; work with employees to correct deficiencies; implement discipline and termination procedures.
Coordinate department activities with other departments and outside agencies and organizations; provide assistance to City Administrator, Mayor and City Council.
Answer questions and provide information to the public, City staff, contractors and architects regarding building codes and zoning ordinances; code enforcement and inspections practices.
Direct investigations of various citizens' complaints concerning building and zoning violations; respond to and resolve difficult and sensitive citizens' inquiries; and referral of criminal complaints.
Maintain knowledge of trends and innovations in the construction industry, materials, methods, codes and life safety requirements.
Direct and oversee preparation and maintenance of various reports and records of Building Department activities; prepare reports and studies as requested.
Advise and provide information to the City Council and other boards regarding building and zoning regulations.
Act as the Flood Plain Administrator for the City following requirements adopted by FEMA.
Perform related duties as assigned.
