About The Position

The Department of Consumer and Business Services (DCBS) is a state agency dedicated to protecting and empowering consumers and workers while fostering a predictable yet innovative regulatory environment for businesses. This specific position is within the Building Codes Division (BCD), which is responsible for adopting and enforcing statewide building codes related to construction, reconstruction, alteration, repair of buildings, and the installation of mechanical, plumbing, and electrical devices and equipment. This is an executive service position. As the Building Codes Administrator, the incumbent will manage all operations of the Building Codes Division, guided by broad policy direction from policy boards, the legislature, and the agency director. The role involves administering statewide uniform building codes and regulating the building industry in a responsible, moderate, and constructive manner. This includes balancing the often conflicting desires of the public and industry regarding building design, construction, safety, and energy conservation, all within legal and policy confines. The administrator is also responsible for the overall direction, policy, and administration of the division's regulatory functions, ensuring consistency with the director’s policies and priorities. Furthermore, the position requires managing both internal and external relations, acting as the primary spokesperson for the division, engaging in legislative proposals, working to build consensus among interested groups, testifying before the legislature, and delivering presentations to various government and civic organizations.

Requirements

  • Seven years of management experience OR Four years of management experience and a bachelor’s degree in a related field.
  • Demonstrated successful leadership, including an understanding of how to effectively address needs, delegate, give and receive feedback and produce exceptional outcomes.
  • Be strategically oriented, able to evaluate and assess the impact of long and short term strategic issues across complex, diverse program areas and statewide building codes.
  • Experience with negotiation, mediation, and conflict resolution, which includes excellent oral, written, presentation and interpersonal communication skills.
  • Experience in the development, implementation and evaluation of strategic organizational goals, plans and policies in an ever-changing environment.
  • Experience developing regulatory policy initiatives and managing regulatory programs, preferably in subject matter areas related to building codes.
  • Outstanding customer focus with the ability to build consensus with diverse groups, legislators, other management team members, and stakeholders with competing interests, which will require sensitivity to others and their interests in a dynamic environment.
  • Thorough understanding and successful implementation of employee engagement and development.
  • A valid driver's license and a satisfactory driving record.

Responsibilities
