About The Position

CSCI Consulting is seeking a high-level Budgetary Accounting & Reporting SME to join a specialized Tiger Team initiative. This is a distinguished role designed for a financial professional who moves beyond standard ledger entries to manage the full lifecycle of federal appropriations, budget execution, and statutory reporting. The ideal candidate will serve as the primary authority on SF 132/133 execution and Statement of Budgetary Resources (SBR) reconciliation, ensuring our Department of War (DoW) clients maintain the highest standards of audit readiness and fiscal integrity. As a member of our Tiger Team, you will solve the Department’s most complex budgetary tie-points. You will bridge the gap between high-level federal appropriations and granular proprietary accounting, directly impacting the accuracy of the SBR and the reliability of budgetary data across the enterprise.

Requirements

  • Education: Bachelor’s degree in Accounting, Finance, or a related field
  • Security Clearance: Must hold an active Top Secret clearance
  • Location: Based in the Washington, D.C. area with the ability to work onsite 2–3 days per week
  • Experience: Extensive background in DoD budgetary accounting and financial statement preparation
  • Direct experience with SF 132, SF 133, and SBR reporting requirements is mandatory
  • Expert-level mastery of USSGL, SFIS, and DoD financial systems (e.g., GFEBS, DEAMS, NERP, or similar)
  • Proven ability to interpret and apply complex Posting Logic and federal financial regulations

Responsibilities

  • SF 132/133 Leadership: Manage and oversee the end-to-end Apportionment & Reapportionment (SF 132) and Budget Execution Reporting (SF 133) cycles.
  • SBR Excellence: Drive the preparation, analysis, and audit-ready reconciliation of the Statement of Budgetary Resources (SBR).
  • Budgetary to Proprietary Analysis: Perform deep-dive reconciliations of the relationship between budgetary and proprietary accounts within the USSGL.
  • Compliance & Fund Control: Ensure strict adherence to OMB Circular A-11 and the Anti-Deficiency Act through rigorous monitoring of fund status and budgetary resources.
  • Expert USSGL Support: Provide high-level guidance on financial reporting and reconciliation using the U.S. Standard General Ledger.
  • Advanced Data Integrity: Apply DoD SFIS knowledge to ensure proper classification and alignment of complex financial data sets.
  • Complex Problem Solving: Analyze and resolve Treasury Tie Point discrepancies and Abnormal Balances in accordance with DoD policy.
  • Journal Voucher Oversight: Validate and approve high-impact Journal Vouchers to ensure system alignment and regulatory compliance.
