About The Position

Provides technical support for budget systems, including integrations, and data feeds. Trains department staff and county users. Experience with developing county budgets and extensive technical knowledge of financial/budget software is required.

Requirements

  • Minimum Qualifications: Budget System Administrator, grade JM: Education, Experience and Training: Bachelor Degree in Public Administration, Business Administration, Information Technology or related fields from an accredited college or university. Four (4) years of direct experience implementing a new software system or an upgrade of an existing system for a governmental entity. Knowledgeable of budget business processes.

Ability to effectively communicate, both verbally and in writing, and establish and maintain effective working relationships with employees, departments and the general public.
  • Physical/Environmental Requirements: Work is performed in an office environment. May be required to work at a desk or other work station for prolonged periods; and constant attention to detail is required. Ability to concentrate with frequent interruptions and general office noise is required.

Responsibilities

  • Configures, monitors, troubleshoots, and provides training for existing countywide systems (OpenGov and budget related functions in Oracle). Ensures documentation of all processes, system configuration, and user and administrative guides.
  • Participates in the assessment, development, and implementation of a new ERP system and/or a new Oracle budget module. Plays a crucial role in the procurement of any new system for Budget, including evaluating various proposals from outside consultants for enhancements or implementation. Prepares status reports for Assistant Director and Director.
  • Tests software installation and upgrades. Investigates enhancements to current configuration.
  • Designs, develops, tests and generates routine and ad-hoc reports for current systems (OpenGov and budget related functions in Oracle) and any new system in response to user needs.
  • Leads mapping process for new Quality Management System (QMS) – ISO9001. Works closely with the Assistant Budget Officer and Budget Manager to outline existing tasks, develops policies and procedures, and create standard electronic forms.
  • Performs other duties as assigned.
