Job Summary: Under the general direction of the Director of Finance Planning and Analysis, the Budget Specialist assists in budgeting services and accounting software system administration for the Health Center and Foundation. These activities include assisting with the data entry in the budgeting software, completing analysis reports of various projects, and assisting with business process modeling and research.

  • Ability to use software tools to present data clearly and concisely.
  • Valid driver’s license, reliable transportation, safe driving record and insurance coverage required.
  • BA/BS in accounting field.
  • Two years in accounting and budget preparation.
  • Experience in, or knowledge of, accounting and accounting principles sufficient to assist in the preparation of complex and detailed financial and budgetary analysis and address a variety of funding/clinic/division issues or budgetary problems.
  • Experience using spreadsheets, charting, and other software tools, such as Microsoft Office, accounting software and budgeting software.

Nice To Haves

  • Experience preferred with NetSuite and NetSuite Planning and Budgeting preferred.
  • Knowledge of specific healthcare reporting requirements, such as those for HRSA grant applications, UDS, and Medicare cost reporting, to accurately complete required forms, preferred.

Responsibilities

  • Assist with the Administration of the accounting and budgeting software including updates to employee access and on-going maintenance of operations reports within the system as needed.
  • Assist with all budgeting activities related to the Health Center and Foundation.
  • Support the Director of Finance Planning and Analysis in the coordination of the budget cycle and consolidation of budget submissions.
  • Assist in the development, preparation, and maintenance of annual operating and capital budgets.
  • Input detailed revenue and expense data into the budget management system to support accurate and up-to-date financial tracking.
  • Assist the Director of Finance Planning and Analysis in the facilitation of the Financial Planning Committee meetings.
  • Assist in the completion of all Finance/Budgeting forms required as part of the annual HRSA grant application.
  • Assist in the Completion of all FTE related forms as part of the annual UDS and Medicare cost reporting.
  • Assist users with logging in, navigating dashboards, entering data, and generating reports within the finance and budgeting software.
  • Troubleshoot basic finance and budgeting software issues, such as data entry errors, missing fields, or system navigation problems.
  • Train new hires or departmental staff on the budgeting system’s basic functions.

  • The Budget Specialist must handle protected information (PHI) in a manner consistent with the Health Insurance Portability and Accountability Act of 1996 (HIPAA). The Budget Specialist may be exposed to PHI in the course of his/her duties. All employees are required to read the content of PHI records only to the extent needed to redirect the information to the proper source or responsible party.
