About The Position

The North Carolina Department of Health and Human Services (DHHS) is one of the largest, most complex agencies in the state, and has approximately 17,000 employees. It is responsible for ensuring the health, safety, and well-being of all North Carolinians, providing human service needs for special populations including individuals who are deaf, blind, developmentally disabled, and mentally ill, and helping poor North Carolinians achieve economic independence. This job posting is for the Budget Manager (Business Manager I) position with the Division of Mental Health, Developmental Disabilities and Substance Use Services (DMHDDSUS)/Business and Financial Operations section. The position will assist the Director of Business & Financial Operations at DMHHDDSUS in all day-to-day budget functions. The Purpose of the Budget Manager (Business Manager I) position is to perform managerial and expert-level professional duties in accounting, budgeting, or finance. This position participates in developing strategies to meet long range goals and objectives. The mission of North Carolina's Division of Mental Health, Developmental Disabilities, and Substance Use Services (NCDMH/DMH/DD/SUS) is to support the well-being of all North Carolinians by building systems and services for mental health, intellectual/developmental disabilities, substance use, traumatic brain injury, and problem gambling, focusing on equity and access for all, including marginalized groups, to help people live self-directed lives in their communities.

Requirements

  • Bachelor’s degree in accounting, business, finance or other discipline related to the area of assignment from appropriately accredited institution.
  • Three years of progressive related experience, in which, two years should be in a supervisory role, or equivalent combination of education and experience.

  • Thorough knowledge of the North Carolina Financial System/NCFS, IBIS, NCTRACKS and other accounting systems.
  • Thorough knowledge of fiscal and budgetary theories and methodology.
  • Considerable knowledge of office procedures, organizational hierarchy, and quality assurance to assure adherence to set procedures and guidelines.
  • Excellent written and oral communication skills with attention to detail.
  • Ability to provide direction, guidance, and feedback in a constructive and actionable manner.
  • Capable of providing comprehensive analyses and findings in a succinct and understandable manner.
  • Be required to perform duties independently or as part of a team.
  • Experience with Microsoft Word, Excel, PowerPoint and SharePoint.
  • Documented experience in applying fiscal or budgetary practices and experience in overseeing or directing budget operations.

Responsibilities

  • Assist the Director of Business & Financial Operations at DMHHDDSUS in all day-to-day budget functions.
  • Perform managerial and expert-level professional duties in accounting, budgeting, or finance.
  • Participate in developing strategies to meet long range goals and objectives.
  • Prepare continuation and expansion budgets, repair and renovation funding, capital budgets, annual certification and monitoring of the budget status, and all monthly and annual closeout activities.
  • Collaborate with the Office of State Budget and Management (OBSM), the General Assembly’s Fiscal Research Division, the Office of the State Controller (OSC) and other oversight agencies.
  • Prepare various required periodic budget reporting.
  • Provide expertise in administering practices, policies, regulations, and laws related to budget development and execution.
  • Supervise the agency budget and technical staff.
  • Oversee and direct DMH budget operations.
  • Review staff work.
  • Develop and implement new policies and procedures.
  • Make decisions and solve problems for unusual situations.
  • Review DMH divisions’ budget staff and immediate subordinates’ overall accomplishments to assure previously established goals will be or are being met.
  • Identify any controversial or sensitive issue and raise them to senior management for review before implementing specific actions.
  • Assure direct reports and budget staff within the division are properly trained on administering practices, policies, regulations, and laws related to budget development and execution.
  • Provide additional training avenues through development of in-house training programs or using established training programs, assigned.
  • Provide advice and/or information to executive management/leadership on budgets or expenditures.
