About The Position

The Office of Consumer Affairs and Business Regulation (OCABR) is a state agency within the Executive Office of Economic Development and is responsible for protecting consumers through advocacy and education. The Office of Consumer Affairs works to ensure that the businesses our agencies regulate treat all Massachusetts consumers fairly. The Division of Banks ("DOB"), Division of Insurance ("DOI"), Division of Occupational Licensure ("DOL"), Division of Standards ("DOS"), and Department of Telecommunications and Cable ("DTC") all fall under the OCABR umbrella and help us to fulfill our critical mission of building better businesses and smarter consumers. The Budget Director is responsible for ensuring funds are available for spending on authorized purposes, spending does not exceed budgeted amounts, and provides oversight and accountability for fiscal transactions for the Office of Consumer Affairs (OCA), Division of Insurance (DOI), Division of Banks (DOB), Division of Standards (DOS), Division of Occupational Licensure (DOL) and the Department of Telecommunications and Cable (DTC).

Requirements

• Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in financial management work (i.e. budgeting, accounting, auditing, management analysis, program evaluation, financial reporting of program results), of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.
• I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.
• II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.
• III. A Graduate degree or higher in a related field may be substituted for three (3) years of the required (A) experience.
• IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.

Nice To Haves

• Preferred candidate will have a working knowledge of MMARS, HRCMS, COMMBUYS, MBA, and relevant reporting systems.
• Demonstrated experience in public finance and state budgeting.
• Demonstrated understanding of state finance law.
• Experience with and understanding of the principles of program integrity in sound internal controls.
• Experience with and understanding of the principles of public accounting.
• Extensive experience with financial reporting.
• Exceptional attention to detail and organizational ability.
• Excellent critical thinking and analytical skills.
• Strong computer skills and experience building models using Excel or other quantitative software packages.
• Strong communication skills as evidenced by preparation of oral and written materials, including presentations, proposals, reports, memoranda, and correspondence of both a technical and confidential nature.
• Outstanding analytical skills and ability to develop solutions and recommendations in monthly operations, cost/benefit comparisons, metrics reporting, and analysis of budget variances and forecasts that reflect a sound knowledge of financial accounting and business operations.

Responsibilities

• Collaborate with the OCABR CFO on oversight of administrative, payroll, and IT budgets.
• Work with agency liaisons to develop budgets, identify spending priorities, monitor and track available balances.
• Furnish fiscal and programmatic information to OCABR CFO, ANF, and House and Senate fiscal analysts, to support the development of all six agencies of OCABR annual operating budget.
• Work with EOED Finance and EOTSS to keep up to date with chargeback rates, license fees, and other IT costs.
• Ensure that the comprehensive payroll budget is updated periodically to ensure optimal use of funds.
• Prepare, submit, follow-up on MMARS documents.
• Oversee and coordinate the agency financial activities with the State Office of the Comptroller, including all contracting and invoicing for operating and/or federal programs.
• Submit allotment requests and budgetary transfers in MMARS for ANF approval as needed.
• Generate reports using the Information Warehouse, analyze data, and prepare spreadsheets and other reports to capture and display spending, revenue, and other financial activity.
• Submit necessary MMARS documents to establish accounts, object classes, obligation ceilings, allotments, and interagency service agreements.
• Review and approve encumbrances in COMM Buys for agency purchase.
• Review and approve payment vouchers submitted by accounting staff.
• Process and bill assessments to the agency’s regulated industry in order to reimburse the General Fund for appropriated dollars for assessed agencies.
• Prepare responses for review and discussion with the Chief Financial Officer, agencies, and other senior management.
• Prepare reports on programmatic expenditures as needed.
• Provide data to agencies for their annual reporting.
• Prepare cost allocation formulas to distribute charges to OCABR agencies for shared services, prepare and enter ISA agreements for central service chargebacks.
• Maintain revenue projections for each agency.
• Manage procurements for administrative accounts.
• Support A&F, TSS, and Comptroller exercises and requirements.
