About The Position

The Department of Developmental Services (DDS) is seeking a highly qualified financial management professional to fill the crucial role of Budget Director. Reporting to the Deputy Chief Financial Officer, the Budget Director is instrumental in ensuring the sound financial management and stewardship of the agency's resources. This role encompasses key responsibilities such as annual budget management, comprehensive oversight of budget and accounting matters, active involvement in business process improvement, and providing effective supervision and leadership. The Budget Director's position is crucial to aligning financial resources with the department's mission to deliver high-quality services and support to individuals with developmental disabilities and their families.

Requirements

  • Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in financial management work (i.e. budgeting, accounting, auditing, management analysis, program evaluation, financial reporting of program results), of which (B) at least two (2) years must have been in a supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.
  • I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.
  • II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.
  • III. A Graduate degree or higher in a related field may be substituted for three (3) years of the required (A) experience.
  • IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.

Nice To Haves

  • Ten (10) years of experience marked by progressive responsibility in budget management, accounting, or financial analysis, preferably within a government agency.
  • Five (5) years of successful team management experience, overseeing at least three direct reporting staff.
  • Proven expertise in effectively managing complex budgets.
  • Robust leadership skills demonstrated by a successful track record in supervising and developing staff.
  • Exceptional proficiency in analytical thinking, problem-solving, and decision-making.
  • Outstanding communication and interpersonal skills.
  • Advanced knowledge and proficiency in financial software such as MMARS, MBA, ANF Platform, Commbuys, and Microsoft Office Suite.
  • Familiarity with Agile project management methodology.
  • Attainment of a Master's degree in Finance, Accounting, Public/Business Administration, or a related field; complemented by CPA certification.

Responsibilities

  • Supervise and manage the Department's annual budget; determine fund allocations by appropriation and object class.
  • Maintain ongoing oversight of allocations and spending; perform quarterly review processes with regional and central office business units.
  • Forecast payroll expenses to balance the payroll budget, accounting for turnover, overtime, and other variable costs.
  • Conduct financial analysis and prepare documentation and budgetary recommendations for the annual budget development process, including spending plan, maintenance budget, Governor's budget, and legislative budgets.
  • Direct the mid-year review process and propose funding realignment to support operational needs.
  • Guide fiscal year closing activities
  • Manage and oversee the budget unit staff in the Central Office; provide direct supervision to the management team and oversee activities of all staff within the unit.
  • Articulate a clear vision for the unit, set individual goals and priorities, allocate job duties, and foster professional development opportunities.
  • Ensure the punctual completion of duties and compliance with all state finance laws and regulations.
  • Establish standard operating procedures, train and upskill staff, and ensure adherence to policies and procedures.
  • Perform business process reviews and suggest/implement new policies, procedures, and processes to enhance efficiencies and fortify internal controls.
