About The Position

The Budget Analyst position plays a crucial role in developing and managing the budget for large and complex state agencies. This role requires conducting in-depth financial analysis, monitoring expenditures, and ensuring compliance with state and federal regulations. The analyst will provide expert consultation and technical assistance, helping agency leadership make data-driven decisions. Responsibilities include forecasting financial needs, evaluating program effectiveness, and advising on budget adjustments. The position requires a high degree of independence in planning and executing tasks, as well as frequent collaboration with top government officials and legislative bodies. This role demands advanced analytical skills to assess public needs, compare alternative policy costs, and interpret legislative intent. The analyst will be responsible for evaluating financial data, identifying trends, and ensuring that program budgets align with overarching fiscal policies. A strong foundation in government budgeting, policy analysis, and financial modeling is essential. The Budget Analyst must also maintain strong relationships with agency leadership, legislators, and other key stakeholders to ensure informed decision-making.

Requirements

  • Bachelor’s degree in business administration, public administration, accounting or related field from an accredited institution and five years of experience preferably in governmental accounting on budgeting, including one year in advanced and responsible analyst or administrative capacity OR An equivalent combination of education and experience

Nice To Haves

  • Extensive experience conducting financial or budget analysis, including evaluating expenditures, forecasting trends, and assessing fiscal impact.
  • Proven intermediate proficiency in Microsoft Excel
  • Demonstrated experience using statistical methods and quantitative analysis in financial decision-making and reporting preferably in a public or governmental settings
  • Experience with North Carolina state supported systems

Responsibilities

  • Conduct detailed financial analysis and forecasting to support budget development and execution.
  • Review and interpret policy changes and financial regulations to determine fiscal impact.
  • Monitor spending across assigned divisions and ensure alignment with budgetary constraints.
  • Analyze historical expenditures, cost trends, and program effectiveness to support decision-making.
  • Prepare and present financial recommendations to agency leadership, legislators, and budget commissions.
  • Assist with the development and review of multi-year budget plans and financial strategies.
  • Ensure compliance with state and federal financial policies, regulations, and reporting requirements.
  • Identify risks and financial challenges, proposing corrective measures as needed.
  • Collaborate with government officials and advisory committees on budget-related matters.
  • Utilize financial software and data management tools to analyze and present financial information.
