About The Position

The primary mission of the North Carolina Department of Environmental Quality (DEQ) is to provide science-based environmental stewardship for the health and prosperity of all North Carolinians. The North Carolina Department of Environmental Quality (DEQ) is the lead stewardship agency for the protection of North Carolina's environmental resources. The organization, which has offices from the mountains to the coast, administers regulatory programs designed to protect air quality, water quality, and the public's health, and works to advance in all-of-the-above energy strategy that fits North Carolina's needs. DEQ also offers technical assistance to businesses, farmers, local governments, and the public and encourages responsible behavior with respect to the environment through education programs provided at DEQ facilities and through the state's school system. DEQ touches the lives of all North Carolinians in many ways to enhance and ensure our quality of life. The primary purpose of this position is to provide budgetary guidance and consultation to assigned divisions and senior management. Position interprets legislation and budgetary policy, formulates continuation and expansion budgets, reviews and approves budget revision requests, provides analysis for management and division staff, Fiscal Research and Office of State Budget and Management. Responds to above entities for request for information. Other Key Responsibilities: Ensure all assigned budgets are properly certified and revised. Interpret, analyze and report on-going budget operations and make recommendations to the Budget Manager and Chief Financial Officer. Assist with the preparation of the continuation budgets and the review of the expansion budgets. Contract review and decision. Review and analyze the utilization of federal revenues.

Requirements

  • Bachelor’s degree in business administration, public administration, accounting, or related field, from an accredited institution and four years of experience preferably including experience in accounting or budgeting; or an equivalent combination of education and experience.

  • Experience monitoring, approving, and/or certifying state, local and/or federal budgets.
