About The Position

The State Bureau of Investigation’s mission is to serve Sheriffs, Police Chiefs, and District Attorneys as well as State and Federal partners, by investigating crimes and providing technical assistance in order to increase public safety for the citizens of the state of North Carolina. The SBI does so by conducting criminal investigations of allegations in areas of jurisdiction including narcotics, arson, election laws, misuse of state property, environmental crimes, human trafficking, child sexual abuse in day care centers, and threats made against public officials. The SBI provides support to local agencies related to computer crime investigations, use of force investigations, deaths in custody, crime scenes, financial crimes, missing and endangered persons, public corruption, cold cases, K9, special response team, bomb squad, and air wing. The SBI serves as North Carolina's repository of information on criminal history records, fingerprint identification, expungements, sex offender registry, and concealed handgun permits. The SBI manages the North Carolina Information Sharing and Analysis Center (ISAAC), which is the fusion center for the state of North Carolina, as well as the Behavioral Threat Assessment Unit, which assesses and manages threats of mass violence. The Budget Analyst II position is located in the NC State Bureau of Investigation (SBI) Business Office. This position is part of a team responsible for managing and implementing the department’s appropriations, receipts, and federal funds, while ensuring compliance with the State Budget Act, General Statutes, the State Budget Manual, and federal regulations. This position will conduct advanced budget analysis and collaborate to resolve budget discrepancies for the SBI and the Center for Safer Schools (CFSS). The role maintains consistent fiscal oversight, ensures compliance, delivers timely financial reports, and adheres to budget execution deadlines and requirements for both entities. This position will also serve as the Payroll Administrator for the department. This position is responsible for independently managing budgets and various other responsibilities, which include:

Requirements

  • Thorough knowledge of the fiscal and operational policies of state government.
  • Intermediate knowledge of the financial structure, accounting system, and financial procedures of the State of North Carolina.
  • Bachelor’s degree in business administration, public administration, accounting, or related field, from an accredited institution and four years of experience preferably including experience in accounting or budgeting; -OR- Equivalent combination of education and experience.

Nice To Haves

  • Experience managing various departmental budgets and multiple funding sources.
  • Experience with department-level time management, employee benefits, and salary control reconciliation.
  • Experience with the North Carolina Financial System (NCFS), IBIS, Excel, and the Integrated HR System – or similar systems.

Responsibilities

  • Conducts advanced budget analysis work for various funding streams.
  • Prepares, documents, and submits budget realignment requests.
  • Addresses and resolves any budget discrepancies.
  • Assists with the monthly, quarterly, and yearly closeout processes.
  • Supports budget certification and expansion budget processes.
  • Prepares quarterly allotments and cash projections.
  • Payroll Time and Salary Control Specialist for the department.
  • Provides employee benefits management for the department.
  • The ability to build and maintain strong working relationships with both agency staff and external organizations.
