About The Position

The NC Department of Adult Correction is one of the largest state agencies with more than 14,000 employees. It is responsible for safeguarding and preserving lives and property through prevention, protection, and preparation as well as the care, custody, and supervision of all adults sentenced for violating North Carolina laws. This department includes state prisons with custody, healthcare, and facility operations staff as well as probation/parole officers who supervised sentenced people in the community. Other divisions include Administration, Health Services, Rehabilitation & Reentry, Special Operations and the Post-Release Supervision & Parole Commission. We have a mission that matters! The primary purpose of this position is to provide comprehensive budget and analytical support to the various divisions within the Department of Adult Correction. The Budget and Analysis Section manage and implements the Department’s $2 billion budget, which encompasses a complex and diverse funding structure.

Requirements

  • Candidates now meet the minimum qualifications of a position if they meet the minimum education and experience listed on the vacancy announcement.
  • Bachelor’s degree in business administration, public administration, accounting, or related field, from an accredited institution and four years of experience preferably including experience in accounting or budgeting (OR) an equivalent combination of education and experience.

  • Thorough knowledge of governmental budgeting principles, fiscal policies, and financial procedures, including North Carolina’s systems and processes.
  • Proven ability to interpret laws, regulations, and financial data; analyze complex budget issues; and prepare clear, concise reports.
  • Experience with IBIS, Salary Control Systems, NCFS, and FIORI, or ability to quickly learn and apply these tools.

Responsibilities

  • Analyze agency-wide budget issues, including preparation of documents to support legislative salary and benefit increases, statutory pay plans, and lapsed salary projections.
  • Compile and provide data for legislative reports and other required submissions.
  • Assist the Budget Director and Deputy Budget Director in developing and implementing the base budget and change budgets.
  • Interpret and apply general statutes, the State Budget Act, and OSBM policies and procedures throughout the budget process.
  • Process daily transactions within the Budget Section to ensure timely and accurate support to divisions.
  • Maintain extensive knowledge of the Department and its divisions to provide informed budget guidance.
  • Analyze legislation and fiscal policies to communicate potential impacts to Division Management.
