The Douglas County Sheriff’s Office has an opportunity for a Budget Analyst II! While the full salary range for the Budget Analyst II is $78,364 - $117,546 annually, generally the hiring range is $78,364-$97,955 annually. Qualifications, education and experience as it relates to the position will be taken into consideration when determining hiring salary. General Duties: This is a highly responsible professional financial position that requires the knowledge and appropriate application of budgeting and accounting methods, principles and practices, proficiency with computer systems and financial applications, and expertise in developing meaningful financial analyses for use by management in decision-making. Supervision Exercised: This position has no direct supervisory authority over other employees. However, this position provides guidance as needed to the direction and may assign tasks or projects to the Accountant II. Supervision Received: This position reports to the Budget and Logistics Supervisor. Examples of Duties and Responsibilities: - (These duties are illustrative only and are not intended to be inclusive). Contribute to the development, evaluation, and presentation of the Sheriff’s Office annual budget by providing fiscal and trend analyses, developing various revenue and expenditure forecasts and numerous line-item detail schedules (e.g., uniforms, uniform allowance, range fees, service contracts, communication costs), and assisting management staff members in the preparation of their cost center budgets and budget requests. Evaluate the appropriateness of the coding/categorization of eVouchers, purchasing card transactions, and purchase requests for consistency with generally accepted accounting principles and compliance with Sheriff’s Office and County policies, ensure appropriate documentation is included, assess budget compliance, and communicate with appropriate staff members as necessary. Develop financial models to generate meaningful information, conduct specialized research projects, and summarize findings for use in decision making Monitor the annual capital expenditure and non-capital equipment budgets including LEA fleet purchases. Prepare monthly and/or quarterly financial reports for analysis of ongoing financial results versus budgets and current estimates, identify and research variances, communicate findings and resolve discrepancies with appropriate staff members, and prepare correcting journal entries and budget reallocations as appropriate. Conduct periodic reviews of encumbrances to validate accuracy of commitments of appropriated budget dollars. Conducts year-end analysis to ensure divisions are following spending authority appropriations. Prepare correcting accounting entries as needed with documentation. Assists Budget & Logistics Manager and Supervisor with compiling the necessary documentation and preparing the formal budget amendment documents for review and approval by the Budget & Logistics Manager, prior to the approval by the Board of County Commissioners through Supplemental Budgets in compliance with state budgeting requirements and guidelines. Also, prepares budget reallocations to ensure departments are following spending authority as outlined in County's policies. Assists DCSO division staff in the preparation of their annual departmental/divisional budgets, new requests, and help throughout the year. Alert the Budget and Logistics Supervisor and Manager of potential budget variances and propose solutions or alternatives as appropriate. Record Douglas County Sheriff’s Office and Douglas County Impact Unit Seizure Fund transactions and generate the reporting information for the Douglas County Seizure Board, the Douglas County Impact Unit Seizure Board, the State Department of Local Affairs (DOLA), and the Department of Justice. Generate payments from the designated inmate accounting system (to County and vendors); and compile annual 1099 and Great Colorado Payback reporting information for non-County, Sheriff-specific accounts with the assistance of the Accountant II. Participates in the annual physical inventory of controllable and capital assets. Serve as the designated backup to the Sheriff’s Office Budget and Logistics Accountant II. Act as a key financial resource for all levels of Sheriff’s Office management. Perform other duties as assigned. Consequence of Error: This position is characterized by the importance of accurate and detailed analysis of Sheriff’s Office financial matters. Consequence of error could result in inaccurate financial reporting inaccurate reporting to Great Colorado Payback, or inaccurate payments from inmate trust fund accounts, and inaccurate financial analyses utilized in decision making could result in overspending statutory spending limitations. Contacts: This position requires substantial contact with Sheriff’s Office management staff, accounts payable designees, accountings clerks, and various County staff members. The position may also work with members of other law enforcement agencies.

Requirements

  • Generally, a bachelor’s degree in accounting, Finance, Business Administration, Public Administration, or related field.
  • Three (3) years of related professional work experience.
  • Ability to effectively communicate in both oral and written form.
  • Effectively communicate financial data and concepts to all levels of DCSO personnel as well as financial and non-financial oriented people including citizens.
  • Ability to establish and maintain effective working relationships.
  • Must have intermediate user-level competency with systems Microsoft Excel, Word, Outlook, QuickBooks, and Quicken.
  • Strong mathematical skills in addition, subtraction, multiplication, division, fractions, percentages, ratios, etc. and the ability to develop complex formulas are necessary.
  • Ability to use principles of logical or scientific thinking to define problems, collect data, establish facts, and draw valid conclusions.
  • Ability to make generalizations, judgments, and recommendations.
  • Strong data collection, record keeping and follow-up skills.
  • Thorough knowledge and understanding of Colorado budget laws and regulations, fund accounting, budgetary appropriations, internal financial controls, and generally accepted accounting principles practices is necessary.
  • Must have strong organizational skills and ability to multi-task.
  • Must be able to provide credible testimony in a court of law or any other legal proceeding or investigation.
  • The successful applicant must be able to perform ALL the above job functions, unassisted, and at a pace and level of performance consistent with actual job requirements.

Nice To Haves

  • Government budgeting experience is highly desirable.
  • Familiarity with JD Edwards financial software, MS Dynamics and other custom accounting programs is extremely helpful.
