About The Position

The University of Maryland, Baltimore (UMB) Health Sciences and Human Services Library (HSHSL) seeks a dedicated and detail orientated Budget Analyst I to play a key role in the financial operations of the Network of the National Library of Medicine (NNLM) Region 1 and NNLM Web Services Office (NWSO), an awarded federal grant/cooperative agreement. The NNLM, Region 1, provides funding, health information outreach and education for the following states in alignment with the (HSHSL), provides funding, health information outreach and education for the following states in alignment with the National Library of Medicine (NLM) strategic plan: DC, DE, KY, MD, NC, NJ, PA, VA, and WV. NWSO provides technical support for the systems and programs of the regions, office, and centers of the NNLM. This is a contractual (Contingent I) position scheduled to work 20 hours per week. The position is contingent on funds being available at time of hire. This position is funded through a 5-year cooperative agreement from the National Library of Medicine, until April 30, 2026. The successful candidate will join a team in Year 5 of the current agreement, with library leadership planning a competitive proposal for a future cooperative agreement. This successful candidate will perform duties related to budget formulation, implementation and adjustment functions to support effective financial management and compliance of grant projects and contracts. Requirements

  • Working knowledge of and ability to apply Generally Accepted Accounting Principles (GAAP).
  • Ability to apply basic analytical skills; to use calculators; to communicate effectively both orally and in writing; to perform basic mathematical computations; to operate personal computers and related software; to understand and apply budgetary policies and practices; to prepare and present budgetary reports and schedules; to operate manual and automated office equipment.
  • Bachelor’s degree in accounting or related field with a minimum of nine (9) credits in Accounting.
  • Except for qualifications established by law, additional related experience and formal education in which one has gained the knowledge, skills, and abilities required for full performance of the work of the job class may be substituted for the education or experience requirement on a year-for-year basis with 30 college credits being equivalent to one year of experience.

Responsibilities

  • Assists in examining budgets and financial records for completeness, accuracy, and conformity with University policies and sponsor requirements.
  • Assists in preparing and monitoring budgets and accounts for grants and contracts; identifies errors, discrepancies, and potential issues.
  • Assists in providing guidance and technical assistance to program directors in understanding and preparing budgets.
  • Updates files and recordkeeping systems to ensure accuracy of financial records and data.
  • Prepares and assembles financial and statistical data and basic reports for use in budget evaluation. Assists in monitoring expenditures and encumbrances to ensure compliance with budget limits and sponsor requirements.
  • Prepares cost projections, budget modifications, and supporting documentation for grant and contract applications and renewals.
  • Prepares financial, activity, and analytical reports for internal use, program directors, and sponsoring agencies.
  • Liaises with central offices such as Procurement, Sponsored Programs, and Travel to support budget execution and financial compliance.
  • Supports timely submission of budget adjustments, invoices, and financial documentation to ensure sponsor and institutional compliance.
  • Stays current on regulations, trends, and best practices related to financial management including Federal and state regulations (e.g., GAAP, OMB Uniform Guidance).
