About The Position

Under the general supervision of BSA/AML Manager, performs various assignments to ensure regulatory compliance with all prescribed laws and regulations, including Bank Secrecy Act/Anti-Money Laundering/OFAC rules and regulations. This position assists in developing systems and procedures to ensure the operating success and efficiency of the Credit Union’s BSA Program. Promotes a positive image of the Credit Union inside and outside the workplace.

Requirements

  • Bachelor’s degree from a college or university, or equivalent education from a technical or trade school; or related experience and/or training.
  • Work-related experience should consist of a background in credit union or financial services.
  • 1+ years of experience in the financial services sector, with knowledge of regulatory compliance issues pertaining to the credit union industry.
  • Broad and in-depth knowledge of financial services, including the competitive environment, regulatory requirements and trends, and credit union strategies employed to continually meet the demands of members and regulators.
  • Excellent organizational and time management skills.
  • Maintains high level of focus on attention to detail and accuracy.
  • Extreme level of confidentiality.
  • Must have above average knowledge of Credit Union operations, its products, services, and understands its organizational structure.
  • Must be self-motivated with a proven ability to reach goals or performance tasks with minimal or no supervision or direction.
  • Must be able to manage multiple ongoing matters simultaneously.
  • Must have excellent research skills with the ability to design and conduct a systematic, objective, and critical investigation.
  • Strong problem solving and analytical skills required.
  • Requires knowledge of credit union laws and regulations and assists with the analysis and interpretation of regulatory compliance requirements.
  • Ability to remain professional and maintain composure when faced with difficult situations.
  • Excellent verbal and written communication skills including experience communicating and presenting solutions for issues, concerns, problems, etc. to business stakeholders; clear/concise documentation and verbal explanations of complex business operations to developers.
  • Pursues training and developmental opportunities and strives to continuously build knowledge and skills.
  • Must be able to read and interpret complex regulatory language and issues.
  • May require travel between multiple Credit Union branches.
  • May require multi-day, overnight travel to offsite facilities for training and certification.
  • Knowledge of Microsoft Office software including Windows, Word, Excel, Outlook Email/Calendar and Internet Explorer software.
  • Strong technical skills and demonstrated ability to quickly learn and adapt to and use new technologies including Advanced skills in computer terminal and personal computer operation Core computer systems All BSA/AML systems Software programs of diverse functionality
  • Must possess a thorough understanding of how data flows through systems and the requirements necessary to meet regulatory expectations.

Responsibilities

  • Responsible for promoting, selling and cross-selling Credit Union products and services.
  • Credit Union services are to be promoted using a member “benefit-based approach” to aid members in obtaining their financial goals.
  • Fully complies with all Credit Union policies, procedures, and guidelines, including but not limited to the Bank Secrecy Act (BSA), the USA Patriot Act, and OFAC policies.
  • Responsible for assisting in the developing, implementing, reviewing, testing, coordinating and monitoring compliance with Anti-Money Laundering, Bank Secrecy Act (BSA), USA Patriot Act and OFAC rules and regulations.
  • Responsible for assisting in preparing and maintaining BSA/AML/OFAC risk assessments and assisting in establishing controls to mitigate any risks.
  • Responsible for assisting in verbal and written communication with all levels of credit union employees and management, attorneys, League representatives, trade groups, federal examiners, internal and external auditors, and others, as appropriate, regarding credit union policy, procedures, operational issues, and problems relating to regulatory compliance.
  • Responsible for assisting in the identification and tracking of suspicious activity through the generation and review of various reports of transactions for signs of any unusual or out of the ordinary activity and by working directly with other departments of the Credit Union.
  • Responsible for assisting in adequately investigating and documenting suspicious activity including, after consultation with the AML/BSA Manager, the timely filing and reporting of a SAR on the suspicious activity and following all reporting requirements and maintaining all Credit Union procedures and records.
  • Responsible for assisting in the accurate completion and timely filing of Currency Transaction Reports (CTRs) and for following all reporting requirements and maintaining all Credit Union procedures and records.
  • Responsible for assisting in 314(a) record searches and maintaining a log of findings and for following all reporting requirements and maintaining all Credit Union procedures and records.
  • Responsible for maintaining proficient knowledge of the BSA and OFAC rules and assisting in coordinating and monitoring activities throughout the Credit Union.
  • Responsible for assisting in collecting and providing requested documentation to various examiners, auditors, law enforcement officials, governmental agencies, and others, as necessary.
  • Responsible for assisting in performing and documenting due diligence reviews on current members, exempt members, high-risk members, and new members, as required.
  • Responsible for assisting in reviewing and coordinating annual BSA training.
  • Responsible for the review of Supervisory Override Reports and maintaining a log of findings.
  • Responsible for the review of monetary instruments and maintaining a log of findings.
  • Responsible for the review of incoming/outgoing wires and maintaining a log of findings.
  • Responsible for investigating and reporting potential and confirmed vulnerable adult cases.
  • Responsible for assisting in the preparation of reports to Management and Board of Directors, as directed.
  • Responsible for assisting with Enterprise Risk Management software, as necessary.
  • May be assigned other tasks by appropriate line supervision.
