As a Broker and Navigator Program Coordinator, you will be responsible for working with the Office of the Health Insurance Marketplace (OHIM) leadership (Director, COO, Policy & Outreach Director) to lead marketplace health insurance broker and navigator oversight and engagement activities. The position will serve as a subject matter expert on broker and navigator regulatory requirements, as well as engagement strategies. Specific duties include, but are not limited to: Lead Communications with Brokers, Navigators, and Maine Enrollment Assisters (MEAs): Draft regular written communications with brokers and navigators to provide timely CoverME.gov updates. Lead regularly occurring video conference meetings to share updates and receive feedback. Develop strong working relationships with brokers and navigators to encourage collaboration and ensure the Office’s and Department’s goals are met. Oversee efforts to seek feedback from brokers and navigators and work with the OHIM team to integrate feedback into ongoing system, vendor, and office improvements. Contract and Certification Management: Maintain and update certification agreements with marketplace brokers, MEAs, and Maine Enrollment Assister Organizations. Ensure agreements are compliant with state and federal laws and regulations. Ensure brokers and MEAs are certified, and records are updated and appropriately managed in OHIM’s systems. Serve as day-to-day point of contact for the Marketplace’s Navigator services contract, including overseeing regular reporting and ensuring contract compliance. Lead navigator services RFP processes, as needed. Development and Updating of Annual Certification Training: Develop and update annual training for brokers, navigators and MEAs. Provide technical assistance to brokers and MEAs on certification and system usage. Monitor and Manage Broker and Navigator Inboxes: Monitor and respond to email communications from brokers, navigators and MEAs, including answering questions and providing technical assistance. Escalate system and operational concerns to OHIM’s operations team, as appropriate. Work with consumer experience team to resolve consumer issues raised by brokers and MEAs. Cross-office Coordination: Work with partners at the Maine Bureau of Insurance (BOI) to manage and address consumer complaints. Share relevant feedback from brokers and navigators with the BOI. Participate in regular meetings with the BOI to share updates and coordinate marketplace oversight. Mission: Advance the Department’s mission to harness data and analytic resources to improve the health and well-being of all Mainers and to identify and reduce disparities across the state.
