About The Position

As the Team Leader – Bridge Inspections, you’ll lead and coordinate bridge inspection activities within your assigned district or division. Working under general guidance from the Bridge Inspection Program Manager, District Bridge Engineer, or District Engineer, you’ll oversee inspection planning, execution, documentation, and follow-up actions to ensure compliance with FHWA and TxDOT standards. This role plays a critical part in protecting the safety, integrity, and long-term performance of bridge infrastructure through accurate evaluations, sound engineering judgment, and effective team leadership. This position is remote, with a strong preference for candidates located in the Austin or Dallas-Fort Worth area.

Requirements

  • Minimum qualifications required by TxDOT/FHWA to be recognized as a Qualified Team Leader (QTL)
  • At least five (5) years of bridge inspection experience
  • Experience performing QA/QC reviews of bridge inspection reports and condition ratings
  • Demonstrated experience with FHWA and TxDOT bridge inspection standards and procedures
  • Associate or bachelor’s degree in Civil Engineering, Structural Engineering, or a related technical field preferred
  • Equivalent technical training or relevant bridge inspection experience may be considered

  • Comprehensive understanding of bridge inspection techniques, materials, and structural behavior
  • Strong working knowledge of FHWA and TxDOT bridge inspection standards and procedures
  • Knowledge of load ratings, structural appraisals, and maintenance planning principles
  • Experience with bridge inspection data systems, including AssetWise and SNIBI
  • Understanding of consultant contract management, quality assurance, and deliverable review
  • Knowledge of OSHA safety regulations and traffic control practices related to bridge inspections
  • Ability to lead, coordinate, and motivate inspection teams effectively and safely
  • Strong leadership, mentoring, and quality control capabilities
  • Proficiency in reading and interpreting bridge plans, specifications, and as-built drawings
  • Strong analytical, technical, and problem-solving skills
  • Excellent written and verbal communication, organization, and reporting abilities
  • High attention to detail and accuracy
  • Self-motivated with the ability to work independently and take accountability for results
  • Ability to work safely in field conditions, including heights, over water, confined spaces, and adverse weather

Responsibilities

  • Lead bridge inspection teams performing routine, special, and emergency inspections in accordance with the FHWA Bridge Inspector’s Reference Manual and TxDOT Bridge Inspection Manual
  • Plan, coordinate, and manage the district bridge inspection program to ensure inspections are completed on schedule and in full regulatory compliance
  • Review, approve, and maintain inspection reports, condition ratings, photographs, and data within TxDOT bridge management systems
  • Evaluate bridge conditions, identify deficiencies, and recommend repairs, load restrictions, or other corrective actions
  • Conduct immediate inspections of damaged bridges and recommend temporary or permanent repairs or closures when necessary
  • Develop and implement bridge maintenance and repair programs based on inspection findings
  • Coordinate load posting activities and follow-up actions with TxDOT maintenance staff and local governments
  • Perform quality control reviews of inspection work completed by staff and consultants to ensure adherence to TxDOT and FHWA standards
  • Monitor consultant inspection contracts, including performance, deliverables, billing documentation, and overall contract compliance
  • Research plans, as-built drawings, and historical inspection data to prepare for routine, underwater, NSTM, and complex inspections
  • Perform or oversee underwater and NSTM inspections (as qualified), maintaining compliance with required training and safety standards
  • Track critical findings, scour documentation, and maintenance follow-ups to ensure timely resolution
  • Support bridge replacement and rehabilitation planning by evaluating deterioration and assisting with capital improvement prioritization
  • Collaborate with design, maintenance, and construction teams to integrate new structures into the bridge inventory
  • Ensure all inspection activities comply with OSHA regulations, TxDOT safety policies, and site-specific hazard mitigation procedures
  • Maintain bridge inspection and diving equipment, ensuring proper care, calibration, and inventory control
  • Train, mentor, and supervise Field Technician and Field Technician II staff to ensure consistent inspection quality
  • Prepare summaries, reports, and analyses of bridge condition data for management and program planning
  • Travel frequently within assigned districts and occasionally statewide to conduct and oversee inspections
