About The Position

The Birth Amendments Specialist position evaluates and processes birth amendment requests that require corrections, legal name changes, or modifications to other data elements in official birth records for the North Carolina Office of Vital Records. The role reviews electronic submissions, applies State Registrar statutes and rules, and ensures that amendments are completed accurately and in compliance with legal and regulatory standards. Work includes researching, proofreading, analyzing, editing, and gathering required documentation to update and maintain vital records in the NCOVR electronic system. The Birth Amendments Specialist communicates with customers, court officials, Registers of Deeds, and internal leadership to provide information regarding applicable laws, procedures, and the status of amendment requests.

Requirements

  • Bachelor’s degree from an appropriately accredited institution OR An equivalent combination of education and experience.

Responsibilities

  • Evaluate birth amendment requests requiring corrections, legal name changes, or data modifications to determine eligibility and compliance with statutory requirements.
  • Review electronic submissions, analyze supporting documentation, and verify that requests meet State Registrar statutes and regulatory standards.
  • Research, gather, and validate required information from customers, court officials, and related entities to support amendment decisions.
  • Edit, proofread, and update birth record information in NCOVR to ensure accuracy, completeness, and proper record maintenance.
  • Apply laws, regulations, and office procedures consistently when interpreting amendment requests and determining appropriate actions.
  • Communicate with telephonic, walk‑in, and correspondence customers to explain amendment requirements, documentation needs, and legal guidelines.
  • Maintain and expand automated data systems by correcting and updating electronic vital records as part of the amendment workflow.
  • Prepare written correspondence, including letters and reports, to customers, court officials, and Registers of Deeds regarding amendment outcomes and procedural guidance.
  • Conduct meetings or consultations with internal leadership to review complex amendment issues and ensure alignment with statutory and procedural requirements.
  • Follow required security procedures throughout the amendment process to protect confidential records and sensitive personal information.
