About The Position

Under the direction of the Director of Finance, the Neighborhood Development Coordinator is responsible for coordinating and supporting the delivery of housing counseling services within the United Community Center’s Neighborhood Development Program. This position oversees the day-to-day activities of HUD-certified housing counselors, ensuring the effective implementation of homebuyer education seminars and one-on-one counseling services for first-time homebuyers.

Requirements

  • Knowledge of HUD housing counseling guidelines and first-time homebuyer programs
  • Understanding of mortgage lending processes, financial literacy, and homeownership readiness
  • Ability to supervise, coordinate, and support program staff effectively
  • Strong organizational and time management skills with the ability to manage multiple priorities
  • Excellent interpersonal, verbal, and written communication skills
  • Ability to build relationships with banks, lenders, and community stakeholders
  • Strong attention to detail and ability to ensure compliance with regulatory and reporting requirements
  • Proficiency in Microsoft Office, Google Workspace, and data tracking systems
  • Problem-solving skills with the ability to support clients through complex processes
  • Bachelor’s Degree
  • Two to three years of related experience in housing counseling, community development, or program coordination; or an equivalent combination of education and experience.
  • Bilingual Spanish – English requested
  • Ability to work effectively with staff, clients, and external partners, including financial institutions and government agencies.
  • Strong leadership, communication, and coordination skills required.
  • Must demonstrate professionalism, discretion, and the ability to work in a multicultural environment.
  • Ability to travel regularly to multiple locations throughout the Milwaukee and Racine area.

Nice To Haves

  • HUD Housing Counseling Certification preferred, or the ability to obtain it within a specified timeframe.

Responsibilities

  • Coordinates and supports a team of HUD-certified housing counselors to ensure effective service delivery
  • Oversees the scheduling and implementation of homebuyer education seminars for first-time homebuyers
  • Ensures the delivery of high-quality one-on-one housing counseling sessions, including guidance on the homebuying process
  • Monitors counselor caseloads, client progress, and program outcomes to ensure compliance with HUD requirements
  • Serves as a liaison between clients and external partners, including banks, lenders, and other housing-related organizations
  • Builds and maintains relationships with financial institutions, lenders, and community partners to expand homeownership opportunities
  • Oversees program operations across UCC’s Milwaukee and Racine offices to ensure consistency, quality, and compliance
  • Travels periodically between Milwaukee and Racine locations to support staff, monitor operations, and strengthen program delivery
  • Ensures accurate documentation, data entry, and reporting in compliance with HUD and funding requirements
  • Assists in the preparation of program reports, including grant-related reporting and performance tracking
  • Supports outreach efforts to recruit and engage prospective homebuyers in program services
  • Identifies barriers to homeownership among clients and works with counselors to provide appropriate solutions and referrals
  • Participates in agency events and represents the program in community meetings and partnerships
  • Performs additional duties as assigned
