About The Position

Works under the direction of the Traffic Engineering Sr. Administrator to serve as the spokesperson/advocate while promoting bicycle and pedestrian projects, programs, and policies. Manages the building of large construction projects, such as commercial structures, roadways, and bridges; and assures their timely and cost-efficient completion. Coordinates bikeway and pedestrian activities within the City and serves as primary liaison in developing partnerships with elected officials and various governmental and non-governmental organizations such as the Memphis Metropolitan Planning Organization (MPO) and Tennessee Department of Transportation (TDOT). Manages project scope and oversees the full project implementation from initiation to deployment. Reviews projects for compliance with City plans for non-motorized transportation. Reviews land surveys, inspects existing structures, designs plans, and reviews potential safety issues. Compiles and analyzes planning and design plans including cost estimation and quantity take-off as part of bid packages. Prepares plans and works on bike/pedestrian specifications. Coordinates with Real Estate service center involving land entitlement issues such as acquiring easements. Prepares and distributes educational information and promotional activities to the public. Prepares and delivers reports and speeches to further public relations objectives by keeping up contact with the organizations as well as the general public. Assesses project cost estimations and budget. Drives to multiple locations to attend meetings and conduct site investigations which includes riding the bike routes throughout the City. Utilizes principles of walkable, livable, and complete streets community development, transportation planning, and traffic calming to assess and evaluate conditions and levels of bicycling and walking. Makes recommendations for the best location to implement bike routes which will most effectively increase bicycling and pedestrian travel. Plans, prioritizes, and recommends projects that will implement the City Capital Improvement Plan (CIP), MPO Transportation Improvement Program (TIP), the MPO Long-Range Transportation Plan, MPO Bicycle & Pedestrian Plan, and Greenway Master Plan. Identifies potential complex issues and guides team through risk mitigation planning. Researches and applies for available grant funds focused on promoting and improving safety for pedestrian and bicyclist commuters. Refers to existing federal, state, and local policies to identify, advocate, and implement bicycle and pedestrian friendly policies and programs. Develops curriculums, promotional materials, and training/public education programs to be used to communicate the benefits of nonmotorized travel.
