About The Position

Interprets, analyzes, validates, and evaluates data using statistical computer programs. Works independently to explore new datasets, and identify basic data quality issues and identifies when to escalate data issues versus solve independently. Conducts routine data linkages and collaborates with the LDH Office of Technology Services, Vital Records, Bureau of Health Informatics, Newborn Screening Program, and Medicaid Office to develop and enhance data systems, linkages, case identification, and case review related to assigned data systems and programs. Manages confidentiality and security of data according to state and federal regulations. Serves as resident data and evaluation expert for the Louisiana Sickle Cell Disease (SCD) Registry by researching and identifying existing data sources. Assist with establishing appropriate data points in electronic medical records as needed. Helps oversee the development of the Louisiana SCD Registry and applies principles provided by the CDC Sickle Cell Data Collection program’s Guiding Framework for Setting Up a Sickle Cell Disease Surveillance System as it relates to data sources, surveillance systems and analytics. Understands data warehouse concepts. Examines linkages with data sources on a regular basis to resolve any systematic case identification errors Helps develop and maintain the technical manual with protocols and processes for the Louisiana SCD Registry. Analyzes data using SAS, R or similar statistical software and SQL (writing queries, joins, and aggregations) to extract and analyze data for data request, routine reports, and research. Participates in analytic workgroups. Designs and implements evaluation of the Louisiana SCD Registry; manages data quality improvement. Assists with grant-related activities such as application preparation, monitoring, reporting, and communication with funders. Coordinates with programs and the community to move data to action. Coordinates the overall reporting for the Louisiana SCD Registry. Ensures data integrity for data housed and linked to the Louisiana SCD Registry; performing or overseeing some data entry if needed, performing data editing, analyses, evaluation and responding to data requests. Provides technical assistance to other professionals in government, academia, health care, the community, and the private sector in multi-disciplinary projects and on community health planning teams. Discusses and assists in resolving epidemiological issues with community leaders, health professionals and officials, lawyers, legislators, and peers. Contributes to the public health evidence-base by authoring and/or presenting findings in peer-reviewed journals and publications, at state and national conferences as approved, at meetings and webinars, and in evidence-based practice databases. Reports on the status of identified SCD indicators in Louisiana and monitors regional and state trends to identify trends related to the systems of care for people with SCD in Louisiana. Analyzes trends in SCD in Louisiana and completes routine surveillance reports and data updates as requested to the Governor’s Office, the Louisiana Sickle Cell Commission, the State Legislature, and stakeholders. Serves as the primary analytic point of contact for data requests related to the SCD registry and the generation of routine Louisiana SCD Registry reports. Coordinates with other epidemiologists on the response to internal and external data requests in coordination with the BFH DAT EPI group. Participates in webinars and routine TA calls with federal funders for assigned projects and programs. Participates in internal staff, project, and professional development meetings and trainings as requested or assigned. Conducts Continuous Quality Improvement (CQI) on the Louisiana SCD Registry. Supports the coordination and management of Emergency Operations during activation and as needed between events. Other tasks as assigned.

Requirements

  • Bachelor’s degree, or Associate’s degree plus 3 years of professional experience, or 6 years of professional work experience.
  • Minimum 2 years professional experience performing administrative functions within an office environment or health care field.
  • Excellent analytical and critical thinking skills; effective organizational and time management skills.
  • Great attention to detail and follow up.
  • Ability to manage projects, assignments, and competing priorities.
  • Proficient in the use of Zoom, Teams, and Microsoft Office, including but not limited to Outlook, Word, and Excel.

Nice To Haves

  • Advanced degree in Public Health, Epidemiology, Biostatistics, or related field.
  • Minimum 3 years professional experience performing administrative functions within an office environment or health care field.
  • Minimum 1 year professional epidemiology experience.
  • Minimum 1 year professional experience with statistical analysis packages (SAS and/or STATA or R)
  • Minimum 1 year professional experience with public health surveillance and/or public health registry operations/analytics.
