About The Position

Benefits Specialists support the administration of public employee benefit programs for the Wisconsin Department of Employee Trust Funds (ETF). These roles may be member-facing or operational support, depending on assignment. Member/Employer Services (Client-Facing Roles) Benefits Specialists in Member, Benefit, or Employer Services work directly with retirees, members, and employers to research and resolve questions related to health, life, disability, ICI, and retirement programs. Specialists explain complex benefit options, eligibility rules, and application processes in a clear and accessible manner to support informed decision‑making. Responsibilities may include updating health insurance changes, adjusting premiums, and ensuring timely and accurate retirement benefit payments. Strong attention to detail, accuracy under deadlines, and customer service excellence are essential. Operational / Support Roles Benefits Specialists supporting internal operations learn complex benefit eligibility and enrollment rules, manage sensitive demographic and benefit data, and support modernization efforts, including data clean‑up, conversion research, and workflow improvements. Assignments may include processing retirement benefit estimates, assisting in the call center, locating lost members, or supporting targeted outreach initiatives. These roles require analytical skills, accuracy, and strong communication abilities across varied audiences.

Requirements

  • Ability to analyze records and determine benefit eligibility
  • Skill in understanding and communicating complex benefit information
  • Strong customer service skills (phone, written, and in-person)
  • Ability to interpret WI Statutes, Administrative Code, and ETF policies
  • Ability to provide accurate information while maintaining confidentiality
  • Strong interpersonal skills and ability to interact with diverse audiences
  • Proficiency with Microsoft Office and database/software applications
  • Ability to use case management, CRM, and benefit processing systems
  • Strong written and verbal communication skills
  • Ability to learn and apply complex program rules
  • Positive attitude, adaptability, and professional presence
