Under the direction of the Assistant Director of Human Resources, the Benefits Coordinator provides dedicated support to team members on all aspects of municipal benefits. This role answers questions, helps resolve issues, and partners with benefit consultants and vendors to ensure smooth administration. The Benefits Coordinator manages the annual open enrollment process and delivers informative presentations to help team members understand and make the most of their benefits.

Requirements

  • Bachelor’s Degree in Human Resources, Public Administration, Business Administration, or related field desired.
  • Four (4) years of experience in Human Resources is required to possess knowledge related to Human Resources practices and laws, as well as insurance administration and management.
  • An approved combination of education and experience may substitute for the above-mentioned requirements.
  • Must possess a valid Texas Driver’s License.
  • Federal, State, and Local laws and ordinances.
  • Various Human Resources disciplines and functions focused on team member benefits, open enrollment, onboarding, team member education, wellness programs, HR system administration, and coordination with benefit consultants and vendors.
  • Various employment laws and practices.
  • City organization, operations, policies, and procedures.
  • Human Resources Department operations, policies, and procedures.
  • Communicating, effectively, orally and in writing.
  • Creating project plans and managing/leading various size projects.
  • Promoting and enforcing efficient work practices, training methods and teamwork environment.

  • Analyzing complex situations and responding appropriately.
  • Establishing and maintaining effective working relationships with peers, clients, citizens, and vendors.

  • Proficient in MS Office Suite to include Word, PowerPoint and Excel and other business applications.
  • Demonstrates strong research skills and the ability to efficiently gather, analyze, and apply information.

Nice To Haves

  • Professional Human Resources (PHR), SHRM-CP, or other certification(s) in a specific HR discipline preferred.

Responsibilities

  • Advisor to team members on benefit programs including enrollment support, eligibility guidance, administration, claims resolution, payroll deductions, and qualifying life event updates.
  • Ensures team member benefit elections, updates, and terminations are accurately recorded in HR systems.
  • Coordinates, plans, and delivers onboarding presentations.
  • Works with team members, benefits consultants, and vendors to address and resolve benefit-related issues or concerns.
  • Ensures compliance with the Health Insurance Portability and Accountability Act of 1996 (HIPAA).
  • Verifies, reconciles, and approves vendor billing related to team member benefits before submission to Finance for processing.
  • Tracks new hires to ensure they complete benefit enrollment promptly.
  • Ensures termination information is entered and updated in the benefits system.
  • Demonstrates initiative and independent thinking, identifies and resolves complex HR-related issues, develops solutions and best practices, and monitors implementation of agreed-upon actions.
  • Enters necessary data into the benefits tracking system to support accurate 1094-C and 1095-C IRS reporting.
  • Coordinates, plans, and facilitates the annual open enrollment process.
  • Assists with the coordination and development of team member engagement programs, onsite vendor visits, training sessions, and communications.
  • Partners with Wellness Coordinator to plan and deliver monthly wellness initiatives.
  • Partners with carriers to analyze claims data and plan performance to provide informed recommendations for future plan designs.
  • Presents recommendations to Human Resources Leadership team regarding total rewards strategies and team member offerings.
  • May assist in creating, reviewing, and updating HR website content; serves as a technical resource for HR software and cloud-based systems; applies technical skills to implement HR initiatives.
  • Supports day-to-day HR office operations, including file management and team member service.
  • Maintains a working knowledge of various critical HR functions and serves as back-up support on a regular and ad-hoc basis.
  • Implements HR programs, procedures, processes, and strategic initiatives.
  • May deliver presentations to City team members.
  • Performs other duties as assigned or required.
