About The Position

The Office of Employee Relations (OER) provides leadership and support to other state agencies through the coordination of variety of different programs and services including oversight of the Kentucky Employee Mediation Program (KEMP), workers compensation, the return-to-work program, employee assistance, and employee recognition. OER is seeking a Benefits Branch Manager in the Worker’s Compensation Branch who will manage and serve as the administrator of the Worker’s Compensation Program and provide supervision and support to the Return-to-Work Program and State Safety Program. The selected candidate will provide daily supervision of branch employees who ensure implementation of the programs.

Requirements

  • Graduate of a college or university with a bachelor's degree.
  • Five years of experience in human resource (HR) administration, the administration of employee benefit programs or similar employee assistance programs, life or health insurance administration or sales, in the reconciliation of financial or benefits accounts, bookkeeping, banking, business administration, public administration or related field OR four years experience in the administration of the Kentucky Employee's Health Insurance Plan.
  • Master's degree will substitute for the required experience on a year-for-year basis.
  • Additional experience in the above areas will substitute for the required education on a year-for-year basis.
  • Current certification as a Certified Employee Benefits Specialist, Professional HR, Senior Professional HR, Global HR Certification, Certified Medical Office Manager (CMOM), Certified Accounts Payable Professional (CAPP). Certified Credit and Risk Analyst (CCRA), Accounts Receivable Specialist (ARS), or Accounts Receivable Manager (ARM) will substitute for two years of the required experience.

Responsibilities

  • Oversees work of third-party administrator which includes discussions with adjusters and nurses relating to processing workers’ compensation claims and compensability determinations.
  • Manages, trains, and directs branch employees in handling complex claims.
  • Assists staff when concerns are brought forth by injured workers and agencies.
  • Works with attorneys for settlement authority.
  • Assists with development and management of the commonwealth’s Worker’s Compensation Program budget by developing and calculating annual assessments to agencies and answering any questions related to annual assessments.
  • Supervises branch staff including approving timesheets, leave requests, and conducting performance evaluations.
