About The Position

The Arizona Department of Economic Security (DES) is seeking individuals committed to service, community, and teamwork to help Arizonans reach their full potential through temporary assistance and care for the vulnerable. The Department of Economic Security, Division of Benefits and Medical Eligibility, is looking for an experienced and highly motivated Benefits and Eligibility Supervisor for its Field Office. This in-person, on-site position involves supervising, planning, and coordinating the operations of one or more benefits and eligibility units responsible for determining and issuing public assistance and/or social service benefits. The supervisor will also be responsible for the effective supervision and administration of the division's eligibility program staff, including staff development and training, succession planning, performance management, and related activities. The role requires collaboration with other managers and staff to evaluate and implement the division's goals, responsibilities, policies, and procedures.

Requirements

  • Knowledge in public assistance eligibility determination processes and Federal and State laws, statutes, regulations, policies, and procedures pertaining to public assistance programs
  • Knowledge in Family Assistance Administration Systems and software, and online support internet and email use, task management, Google, MS Office software, such as Word, and spreadsheets
  • Knowledge in communication, conflict resolution, mediation, and collaboration techniques; leadership and team building
  • Knowledge in system and staff evaluation
  • Skilled in written and oral communication to convey a wide variety of information.
  • Skilled in interpreting laws, statutes, rules, regulations, and guidelines for assigned area.
  • Ability to manage and supervise employees with diverse skills, educational, and cultural background
  • Ability to assess operational needs, staff performance, establish priorities and analyze complex issues and implement operational procedures.
  • If this position requires driving or the use of a vehicle as an essential function of the job to conduct State business, then Driver’s License Requirements apply.
  • Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.

Nice To Haves

  • Three (3) years’ experience, fully trained in DBME Family Assistance Administration.
  • A high school diploma or equivalent education.

Responsibilities

  • Train, supervise, and evaluate the performance of assigned staff; assign and adjust workloads.
  • Responsible for interpreting and clarifying program policies and procedures for staff and implement regulations or policy changes affecting the day-to-day operation of the unit.
  • Assists staff with difficult and complex cases to include providing consultation with employees, handling some cases personally, making decisions on controversial cases, and consulting with senior management on recommended actions.
  • Prioritizes and assigns work of assigned unit(s) to maintain compliance with federal, state and mandates; ensures the timeliness and accuracy of services delivered.
  • Conduct quality control and error management and prevention in eligibility services program(s) to include conducting case reviews, evaluating accuracy, timeliness and productivity utilizing quality and quantity date from program reports, identifies error trends, implements corrective action plans, develops, and conducts related training.
  • Evaluates staffing needs, participates on hiring panels and makes recommendations for effective us of personnel resources.
  • Assists with identifying suspected fraud cases, preparing summaries of facts for fraud and overpayment, representing the agency in hearings and court appeals, and taking appropriate action as required.
