About The Position

This is the management level for Benefit Programs. Employees plan, organize, and manage the work of all eligibility programs, supervising Benefit Program Supervisors and staff. Work includes program planning, policy evaluation, coordination with other units, and representing the agency. Serves as departmental liaison to citizen groups, professional groups, and collateral staff in other agencies.

Requirements

  • Comprehensive knowledge of social service administration principles and practices; management principles; and applicable program area policies.
  • Ability to plan, organize, and direct the work of staff; analyze and solve problems; develop and implement procedures; and communicate effectively.
  • Bachelor’s degree in the human services, management or related field and experience in eligibility work, including supervisory/managerial capacity, or equivalent combination of training and experience providing required knowledge, skills, and abilities.
  • Possession of an appropriate driver’s license valid in the Commonwealth of Virginia.

Responsibilities

  • Plans, organizes, and manages the work of all eligibility programs; supervises supervisors and staff.
  • Reviews and evaluates public assistance program policy and assesses effects of changes on agency resources.
  • Establishes program goals and objectives and monitors service delivery.
  • Participates in hiring, promotion, and corrective action decisions for staff.
  • Prepares and implements internal operating policies and procedures.
  • Consults with supervisors on complex case problems not resolved.
  • Arranges mandated training for all staff and ensures compliance.
  • Represents agency to community and professional groups on eligibility programs.
  • Assists with planning community resources and makes public presentations.
  • Prepares Benefit Programs agenda items and materials for Social Services Board.
  • Prepares and monitors budgets, reviews expenditures, and prepares reports.
  • Coordinates and deploys staff, programs, and resources effectively.
  • Leads special projects and ensures training and development of staff.
