About The Position

The Board for Evaluation of Interpreters (BEI) Program Specialist reports to the BEI Program Manager and performs highly complex and confidential testing and certification services to interpreting candidates and certified interpreters. Technical assistance is provided to service providers, government agencies, and the public regarding certification processes. Work involves planning, developing, and implementing certification processes, maintaining strict confidentiality and quality assurance to ensure the validity and reliability of the BEI interpreter certification program. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment. Performs other duties as assigned to maintain department operations.

Requirements

  • Knowledge of local, state, and federal laws related to the field of interpreting; of the interpreting needs of the community, and of American Sign Language.
  • Knowledge of public administration and management techniques; of statistical analysis processes; of budget processes; of research techniques; of training and marketing techniques; and of program management processes and techniques.
  • Skill in organization and time management, in customer relations regarding the provision of technical assistance, in coordinating activities, and in analyzing and resolving problems regarding compliance with program requirements.
  • Skill in project management, scheduling, and estimating, and in the use of standard office equipment, computers, and computer software. Ability to gather, assemble, correlate, and analyze facts; to devise solutions to problems; to market programs; to prepare reports; to develop, evaluate, and interpret policies and procedures; to communicate effectively; and to train, lead, and/or prioritize the work of others.
  • Ability to respond to public inquiries in a timely manner, provide information as needed, communicate effectively in writing, deal with difficult people in a professional, courteous, and tactful manner, and multitask.
  • Ability to communicate effectively using American Sign Language.
  • Ability to interpret rules, regulations, policies, and procedures.
  • Graduation from an accredited four-year college or university with major course work in sign language interpretation, Deaf studies or regulatory affairs. Experience and education may be substituted for one another on a year for year basis.
  • Minimum of 3 years of experience in customer service.
  • Experience in scheduling coordination and project management.
  • Experience working with the Deaf and Hard of Hearing community.

Responsibilities

  • Responsible for maintaining confidential testing materials to preserve integrity of state certification tests, conduct criminal background checks, administers interpreter certification testing statewide, and processing certification renewals.
  • Oversees, develops, and updates testing and rating schedules, resource requirements, and cost estimates and projections, and monitors statewide rating sessions; assesses the effect of adjustments; oversees and/or compiles and distributes schedule information, status reports, and budget expenditures.
  • Coordinates the review and evaluation of service delivery system methods, functions, operations, outputs, activities, and trends to identify gaps in resources and recommends and implements improvements to resolve technical problems. Coordinates and collaborates with program staff in program planning, development, implementation, analysis, and documentation of agency program(s).
  • Provides administrative and technical assistance related to certificate and permit requirements to candidates, the public, interpreters, and agency staff, answers questions and explains certification and permit levels; and supplies information regarding certificate and permit processing, rules, policies, and procedures. Evaluates customer service processes and procedures and resolves customer service problems.
  • Analyzes and evaluates reasonable accommodation requests for testing, recommends and justifies; reviews continuing education unit documentation to ensure program compliance; oversees the coordination, documentation gathering, program planning, and scheduling of the BEI advisory board meetings.
  • Performs related work as assigned.
