About The Position

Under general direction of the Vice President, Finance, plans, organizes, and directs all financial and bond fund accounting and reporting, including transaction processing, payroll, internal reporting, financial systems implementation and integration, external reporting, and external audit coordination. This position is responsible for preparation of the Board’s Comprehensive Annual Financial Report (CAFR), and for appraising operating results in terms of trends and increased profit opportunities. Ensures that appropriate financial controls are in place and are effective.

Requirements

  • Bachelor’s degree in accounting, business, public administration or related filed.
  • Five (5) years of progressively responsible, related experience in accounting administration.
  • Five (5) years of supervisory experience.
  • Certified Public Accountant (CPA), with current license.
  • Possession of a valid class C driver’s license.
  • Considerable knowledge of the principles, practices, and procedures of finance and accounting.
  • Knowledge of laws, regulations, procedures, and processes governing receipt, expenditure and accountability of public funds.
  • Knowledge of the principles and practices of governmental enterprise accounting and auditing.
  • Ability to communicate clearly and effectively, both orally and in writing with people of diverse backgrounds inside and outside the organization, using current modes of communication.
  • Ability to establish and maintain effective working relationships with people inside and outside the organization.
  • Ability to use personal computers, spreadsheet and accounting/financial reporting software and office productivity applications.
  • Ability to work independently with senior-level Board staff.
  • Ability to write clear and concise reports and correspondence using appropriate business and technical vocabulary and proper grammatical construction.
  • Ability to supervise, train and motivate professional and non-professional accounting staff.
  • Ability to review and assess the completeness and accuracy of recommendations and work prepared by subordinates.
  • Ability to research, gather and analyze facts to prepare and present concise oral and written reports.

Responsibilities

  • Assists the Vice President in planning and organizing activities of the Finance Department, including scheduling, and assigning work to meet completion dates.
  • Plans, monitors, and supervises the activities of subordinates in areas of general and debt accounting in addition to all transaction processing functions, including billing, accounts receivable (A/R) and accounts payable (A/P), and payroll activities.
  • Provides advice and guidance to subordinate staff and departmental management on complex accounting matters.
  • Develops and implements training programs to ensure that subordinate accounting staff remain current on changes in generally accepted accounting practices, policies, and procedures to ensure that staff employees maintain a high competence level in all areas of responsibility; continually monitors staff development through Continuous Process Improvement. Oversees general ledger and sub-ledger reconciliation and closing processes.
  • Oversees cost center allocations and other journal entries. Oversees preparation of the Comprehensive Annual Financial Report and notes thereto, as well as external audit process.
  • Work with external auditors to complete necessary tasks. Oversees preparation of annual and quarterly GAAP financial statements.
  • Oversees preparation of financial data with respect to new debt offerings and compliance reporting with respect to existing debt issues.
  • Oversees all financial application processing, controls, and program changes with Information Technology Services (ITS) and other financial systems users. Manage and prepare the budget for the Public Facility Improvement Corporation (PFIC) entities.
  • Prepare monthly reports comparing budget to actuals for PFIC.
  • Oversees Airline Use Agreement compliance, with respect to accounting and billing issues. Presents findings and recommendations concerning general accounting, accounts payable, accounts receivable, fixed assets and financial reporting issues to the Chief Financial Officer, Vice President, Finance, and other department Vice Presidents/Executive Vice Presidents.
  • Interprets operating results as they affect the financial aspects of the Board and makes specific recommendations that will result in cost reduction and profit improvement.
  • Exercises supervision over maintenance of Board’s chart of accounts; assigns new classifications as necessary.
  • Assumes responsibility for the correct and accurate accounting classifications of all expenditures and documents, including capital and others.
  • Directs the preparation of statistics for periodic and yearly financial statements, including the preparation of charts and graphs showing progress, conditions, and results. Interviews, selects, evaluates, and disciplines subordinate staff.
  • Interfaces with Board staff to coordinate changes in accounting policy and procedures to resolve financial statement reporting/analysis.
  • Acts as liaison, as it relates to areas of responsibility, between Internal Audit and Finance. Evaluates and updates Finance procedures and policies for all areas of responsibility, as needed.
  • At the direction of the Vice President of Finance, work with peers and others in the Finance department to assist in areas during peak times.
  • Serves as interim Vice President during the Vice President’s absence and, upon request, represents the Vice President at management meetings.
