About The Position

Your Key Responsibilities Contribute to the Development of Communication and Outreach Plans: Aviation Liaison would contribute technical content and strategic guidance towards the development of a comprehensive Communication and Outreach Plan for MCAGCC airspace establishment including: communication strategy in consultation with the MCACCC Airspace Working Group (AWG). targeted engagement plans for specific stakeholder groups (e.g., local legislators, regulators, airports, interest groups, the public). key messages and communication channels for each stakeholder group. Public Outreach Materials Development: Aviation Liaison would contribute technical content for briefings and informational materials tailored to specific airspace audiences. The Aviation Liaison would contribute airspace expertise to support development of a range of public outreach materials to enhance understanding of the MCAGCC airspace. Together with the Public Outreach Specialist, materials would include for example: Project Update Notices Fact Sheets Information Sheets Social Media graphics and accompanying captions Website content Frequently Asked Questions (FAQs) Other informational products pertinent to the public's understanding of the Special Use Airspace establishment and use. The Aviation Liaison would ensure that all technical content in the materials is accurate, clear, and accessible to a diverse audience. Coordinate with AWG to circulate all products to approval. Public Briefings and Presentations: The Aviation Liaison would deliver public briefings and presentations to inform stakeholder groups about the MCAGCC airspace establishment and relevant land uses beneath the airspace: Participate in regularly occurring Integrated Project Team/Airspace Working Group (IPT/AWG) meetings. Make presentations to various off-base stakeholder groups on airspace matters on behalf of MCAGCC. Meetings could occur with various internal and external stakeholders such as local legislators, regulators, administrators, airports, and interest groups. Participate in regular airspace briefings with up to 24 different stakeholder groups in the Southwest Area of Responsibility. This could include presentations on technical information such as Mid-Air Collision Training and other safety topics. Tailor briefings to address the specific interests and concerns of each group. Internal Staff Training and Reporting: The Aviation Liaison would provide internal training and support to ensure MCAGCC staff are informed about newly established Special Use Airspace at MCAGCC, its purpose, status, and way forward. Develop and deliver training materials on MCAGCC airspace establishment, its status, and relevant regulations. Prepare internal status reports, briefings, slides, and presentations to assist in communicating Special Use Airspace updates to MCAGCC leadership Qualifications Your Capabilities and Credentials Experience with airspace management and FAA regulations. Strong communication and outreach skills. Experience working with government agencies and stakeholder groups. Excellent writing and presentation skills. Must meet Security Requirements (e.g., background checks, security clearances, data protection, etc.). Experience with airspace analysis and airspace permitting for military projects (Navy, Marine Corps, Air National Guard, Coast Guard, Air Force, etc.) or projects for other federal government entities. Oversight of preparation of airspace permit applications with various federal and state agencies for a variety of project types/sizes. Manage the project or task team (office- and field-based) and their assignments, deliverables, files and administrative record, safety program, subconsultants and their contracting process, and client and their expectations, and monitor and review project contracts, deliverables, schedule, and budget. Schedule and Location: Part-time position reporting to Stantec’s Solana Beach, CA office. Position requires 20 dedicated hours per week for one year. A regular schedule is desired (same hours/days per week). Although the part-time position is needed for one year, there is the possibility of increasing to full-time and/or increasing beyond one year depending on success of the outreach program and the availability of federal funding. Position requires travel for in-person meetings for the equivalent of approximately one week per month. A combination of remote/virtual office is available for the rest of the time. Education and Experience Bachelor’s Degree. Good organizational skills, multi-tasking capabilities and attention to detail. 6-15 years of related work experience, with demonstrated task lead experience. Experience with Special Use Airspace. Strong technical writing, analytical and oral communication skills. Ability to handle multiple tasks and shift priorities. Ability to manage time effectively and meet firm deadlines.
