About The Position

Within the Department of Transportation (DOT), Division of Construction Management, to be responsible for assuring compliance with approved plans, specifications, and the terms of the Contract of assigned projects and their assigned project staffs; to be responsible for interpreting provisions of project plans, specifications and designs; to assure that projects are delivered at the highest quality; to be responsible for the technical direction and supervision of assigned project staffs, and to supervise their continuous inspection of workmanship, materials and methods; and to do related work as required.

Requirements

  • A working knowledge of civil engineering principles and practices as applied in location, design and construction of roads and bridges
  • A working knowledge of project management methods and techniques
  • The ability to perform all the computations applied to standard engineering operations
  • The ability to plan and supervise the work of a assigned personnel
  • The ability to read and interpret the assigned types of civil engineering plans, maps and specifications
  • The ability to utilize computer technology for engineering applications
  • The ability to prepare accurate engineering proposals, papers, plans, and technical correspondence
  • The ability to understand and carry out complex oral and written instructions
  • The ability to establish and maintain effective working relationships
  • The ability to write effectively and to make oral presentations
  • The ability to use various computer technology and applications
  • Possession of a Bachelor’s degree from a college or university of recognized standing with specialization in Engineering, Engineering Technology, Construction Management or Construction Technology.
  • Possession of an Associate's degree from a college or university of recognized standing with specialization in Engineering, Engineering Technology, Construction Management or Construction Technology and at least three (3) years of employment in a responsible supervisory position within the public or private sector involving highway and bridge design, construction management, traffic management, and/or construction materials quality control.

Responsibilities

  • Assuring compliance with approved plans, specifications, and the terms of the Contract of assigned projects and their assigned project staffs
  • Interpreting provisions of project plans, specifications and designs
  • Ensuring projects are delivered at the highest quality
  • Providing technical direction and supervision of assigned project staffs
  • Supervising continuous inspection of workmanship, materials and methods
  • Functioning as the principal contact for contract compliance
  • Supervising and instructing project staff
  • Planning, directing and participating in the overall team effort
  • Developing and implementing operational plans, policies and processes for construction field management
  • Performing administrative and technical work involving the supervision of construction field management projects
  • Supervising the contract field construction of major roads, bridges, or related highway projects
  • Noting unforeseen conditions and recommend specific changes in plans and specifications
  • Ensuring that the project construction work schedules are maintained
  • Ensuring construction workmanship and materials are following industry standards, regulations and contract specifications
  • Assisting in determining what partial-pay item quantity adjustments and final payment amounts are due to the contractor as various construction phases of the project are completed
  • Monitoring contractor performance in accordance with plans and specifications
  • Checking the methods and performance of work, including lines, grades, strength and rigidity of forms
  • Ensuring conformance of materials to contract specification requirements
  • Using various computer technology and applications for inspection and reporting purposes
  • Serving as a project liaison with property owners, community officials, businesses, and emergency response agencies
  • Communicating information and work with interested parties to develop and implement plans and procedures
  • Conducting reviews, address issues, and resolve problems on designated construction project worksites
  • Planning the structures, functions and processes of multiple groups of project staff involving the development of work goals, plans, processes and operational reporting systems
  • Interpreting and apply provisions of agency policies, procedures and other regulations governing health and safety in a transportation corridor work zone
  • Preparing correspondence and reports on issues and concerns as needed
  • Conferring with staff to provide input, obtain information, and assist a superior
  • Assisting in the procurement of field operations equipment, goods and services for multiple construction projects
  • Maintaining inventories, assign equipment and ensure the proper maintenance of the same
  • Attending meetings, serve on task forces and committees, share information, develop proposals, programs, procedures, and/ or courses of action, which require the participation of the construction division and/or other departmental, state and federal agencies
  • Meeting with representatives from local government and public works organizations to discuss their assigned construction project(s) and develop and coordinate scheduling
  • Instructing employees regarding record keeping, office methods, policies, and the proper utilization of resources
  • Assisting a superior in the evaluation of personnel
  • Reviewing and recommend actions to be taken on estimates and requests for funds, personnel, materials and equipment on a seasonal and annual basis for construction operations
  • Reviewing and provide initial approval or disapproval of subordinates’ time sheets
  • Performing other engineering tasks as assigned
